People's Councils of provinces and cities in the Southeast region always listen to and understand the thoughts and aspirations of voters

Today of April 22, the first Standing Conference of People's Councils of provinces and cities in the Southeast region of 2021-2026 tenure, was hosted by Binh Duong province with the participation of the 7 Standing People's Council of provinces and cities in the Southeast region and 6 guest delegations are the Standing People's Councils of provinces and cities of An Giang, Can Tho, Da Nang, Dak Lak, Lam Dong and Yen Bai.

The understanding of voters

In the spirit of exchange, learning and sharing, the delegations attending the conference will have lively and enthusiastic exchanges and discussions about some practical experiences in the operation of the People's Council and orientations in the future. In the coming time, in order to contribute to further promoting the spirit of collective wisdom and continue to improve the roles and responsibilities of elected representatives and local elected agencies.

During the 4th wave of COVID-19 epidemic, in 2021, we have repeatedly accompanied the delegates of the People's Council of Ho Chi Minh city in social charity work and in contact with voters. It can be seen that the delegates of the People's Council of Ho Chi Minh city have done a good job of listening to and understanding the thoughts and aspirations of the voters, especially with regard to the regimes and policies of the people affected by the COVID-19 pandemic. In many meetings with voters, the People's Council of Ho Chi Minh city has issued many timely policies meeting the legitimate aspirations of the people and contributing to the construction of urban authority and socio-economic development of Ho Chi Minh city. In order to capture the thoughts and aspirations of voters, the People's Council of Ho Chi Minh city has continued to organize the programs of "Listening to and exchanging with voters" and "Dialogue with the authority of Ho Chi Minh city."

The People's Councils of the provinces of Long An, Dong Nai, Ba Ria - Vung Tau, Tay Ninh, Binh Thuan, and Binh Phuoc have organized many programs to listen to and understand the thoughts and aspirations of the people. Specifically, since 2016, Binh Phuoc provincial People's Council has organized more than 20 meetings with voters. Voter contact activities have had many innovations in content and forms, and the quality of voter contact activities has been improved. In addition, the Standing Committee of Binh Phuoc provincial People's Council and Binh Phuoc provincial People's Council members participated in 55 periodical receptions of citizens, and have organized many programs to listen to voters' legitimate thoughts and aspirations in order to carefully and attentively prepare the content to be submitted to the meetings.

Similarly, Binh Thuan provincial People's Council has organized many meetings with voters and received citizens to handle 322 complaints, denunciations, petitions and feedbacks from citizens. In which, 119 applications have been transferred to competent authorities for consideration and settlement; 107 applications were instructed; 96 applications that have been processed and handled by the authorities in accordance with regulations. The content of the application mainly focuses on the fields of land, justice and compensation, compensation and site clearance. In general, the work of contacting voters in the provinces and cities in the Southeast region has well implemented by the motto of "Actively sticking, listening, empathizing, and sharing with voters."

Collective knowledge promoted in each meeting

The management of meetings to ensure both legality, publicity and democracy in order to promote collective wisdom in considering and deciding important local matters is always approved by the Standing People's Councils of provinces and cities which identified them as one of the primary key tasks in local policy formulation and decision-making. In which, the Standing People's Council of Dong Nai province is one of the agencies that promote quite well. With a high sense of responsibility, delegates of Dong Nai provincial People's Council attended more than 90% of People's Council meetings. At the meetings, the delegates focused on researching, reviewing, actively discussing and contributing many ideas in the development of legal documents while monitoring and deciding on important local issues, contributing to the completion of the meeting agenda and contents. Before each meeting, the Standing Committee of the People's Council of Dong Nai province actively coordinated with the People's Committee of the same level to assign and urge relevant units to prepare reports, projects and draft resolutions for submission to the meeting to ensure quality. According to regulations, the delegations of the People's Council of Dong Nai province conduct meetings of the delegation to discuss and contribute ideas on the contents to be submitted to the meeting. On the basis of the proposed outline to discuss the key contents of the meeting, members of the delegations participated in the discussion, contributed ideas and sent the minutes to the Standing Committee of the People's Council of Dong Nai province for consideration and opinions. The proposal contributes to demonstrate their roles and responsibilities before voters and local people.

In the year 2021 and the first quarter of 2022, although many provinces and cities in the Southeast region were heavily affected by the COVID-19 epidemic, the People's Councils of the provinces and cities have shown the spirit of overcoming difficulties by making efforts with the whole political system to well perform the functions, tasks and powers of the local elected bodies as prescribed. People's Councils of provinces and cities in the region have well organized meetings and closely coordinated with the People's Committee, the Vietnamese Fatherland Front Committee at the same level and relevant agencies and units to prepare the contents and agenda of the People's Council meetings to ensure quality and comply with the law, and promptly resolve the issues under the jurisdiction.

In addition, in order to improve the skills in electoral activities for delegates, the Standing Committee of the People's Councils of the provinces and cities in the Southeast region organized for the People's Council delegates to attend the training course for the People's Council deputies at the provincial level organized by the Ministry of Education and Training and Internal Affairs organized in the form of online meetings participated regularly, actively and closely grasped the actual situation of the COVID-19 epidemic in the locality to accompany the People's Committee of the same level in all activities of the prevention and control of the COVID-19 epidemic, contributing to ensure life welfare for the people affected by the epidemic.

According to general recognition, in order to show their roles and responsibilities before voters and the people and in addition to good political and moral qualities, the delegates of the People's Councils of provinces and cities in the Southeast region meet the following criteria of experience, qualifications, practical capacity, enthusiasm and high sense of responsibility for the thoughts and aspirations that voters have given and placed their trust in. At discussions, questioning and voting at the meetings, the delegates participated in deciding many important local issues to actively, proactively research and innovate working methods in order to contribute to the tasks and responsibilities of the elected deputies, and be worthy of the trust of voters and the people.
