Despite difficulties in 2009, Binh Duong province excellently fulfilled its set targets on basic construction. This result came from the province’s efforts in decentralization of the investment in the field, said chairman of TDM town People’s Committee Nguyen Thanh Tai.

Also according to Mr.Tai, provincial sectors and departments last year timely worked with the People’s Committees of the districts and towns and investors to solve obstacles in each project and have flexibility in capital plan management as well as capital disbursement. But, compensation and site clearance is now TDM town’s biggest problem in terms of basic construction.

Not only TDM town, but the remaining localities have also faced the problem of compensation and site clearance, especially when getting involved in implementation of the Decree No.69, according to provincial Department of Finance Pham Van Hao.

Mr.Tai has also petitioned the province to organize training courses on basic construction for staff in the field, aiming to raise their competence in the new context. Whilst, many localities have wanted to increase personnel from the province to help them in aspect of basic construction. This is under consideration, said provincial vice-chairman Le Thanh Cung.

Initially, Mr.Cung has asked for provincial Department of Planning and Investment to give provincial People’s Committee advice in setting up a group that is responsible for helping localities deal with queries on basic construction. Consulting work in basic construction is also a problem that needs to be raised in quality, added him.
