From October 1, production, trade, business and service activities will be allowed to resume while ensuring safety for Covid-19 prevention and control
Manufacturing-trading enterprises and those registering to implement the "3 green" model in and out of industrial parks and compounds must commit to properly and fully implement regulations on Covid-19 prevention and control, be proactive to purchase test kits and conduct testing rapid antigen tests by themselves, organize self-issuance for the certificates of test results as a basis for employees’travel; take full responsibility before the law for the test results of each employee. They must handle F0 cases under the instructions of the health sector; conduct testing with frequency and subjects in accordance with the local pandemic situation and the guidance of the health sector. For “3 on-site” enterprises, they must organize testing under the guidance of the health sector before allowing workers to stop implementing this production plan to return to their place of residence, especially give priority to workers getting full 2 shots of Covid-19 vaccine back to factories.
Regarding its treatment strategy for Covid-19 patients in the coming time, the province will combine mobile medical stations with traditional medical centers to provide medical examination and treatment for common diseases and support treatment and care for Covid-19 patients at home; conduct vaccination and take samples for testing. Non-essential activities suspended
Returning to the "new normal" state from October 1, State agencies and units, political organizations, socio-political organizations, socio-professional organizations, central agencies stationed in the province are recommended to organize from 80%-100% of cadres, civil servants, and workers to return to work. Civil servants who have got full two shots of Covid-19 vaccine or have recovered from Covid-19 can return to work and perform testing every 3 days and ensure measures against the pandemic. Based on the local real situation against the pandemic, agencies and localities organize the implementation of methods of receiving and returning results directly, online, and via public postal services.
Agencies, organizations, offices of foreign business associations with headquarters located in the province; medical examination and treatment establishments, public and non-public establishments trading in pharmaceuticals, cosmetics, supplies, biological products, medical equipment are allowed to resume. Production, trade, business and service activities as well as activities of religious, establishments; resorts, hotels, motels; cultural-sport events, funeral and wedding services are also allowed to resume when ensuring safety for Covid-19 prevention and control.
Activities and businesses that continue to be suspended include bars, spas, karaoke and massage parlors, beauty care services, on-site catering services, cinemas, discos, video games, street vendors, comprising of lottery ticket vendors.
Ensuring circulation of goods between regions
The intra-provincial circulation is carried out as follows: For the “green” districts, including Phu Giao, Dau Tieng, Bau Bang, and North Tan Uyen, people and means of transport will circulate normally, complying with regulations on Covid-19 prevention and control when passing through Covid-19 checkpoints between the two localities. Thu Dau Mot city and Ben Cat town will organize inter-ward circulation within each locality. For the three "red” localities, namely Thuan An city, Di An city and Tan Uyen town will organize traffic in the spirit of "where it is safe, expand traffic there", from quarter to inter-quarter, from ward to inter-ward.
Provincial Department of Transport is responsible for ensuring the smooth circulation of goods between Binh Duong and other localities, meeting the needs of people's life and production-business activities. Interprovincial passenger transport activities will be carried out in accordance with a maproad in accordance with the plan of the Ministry of Transport and regulations of the Ministry of Health. The inter-provincial circulation will be prioritized for subjects performing official duties, workers, experts, people for medical examination and treatment. Organizing vehicles to pick up and drop off employees and urgent cases is implemented under the guidance of provincial Department of Transport.
Shipping goods by motorbikes must comply with the guidance of provincial Department of Industry and Trade. The operation of goods transporters by motorbikes of enterprises and individual business households must comply with the guidance of the district-level People's Committees. The province will also strengthen control over people’s movement and goods transportation at its gateways, continue checking vehicles and people by QR codes and identification tools of each industry and field.
From October 1, when traveling, people need to present the certificates of eligibility for circulation when being required by authorities or at destinations. The certificates of eligibility for circulation are for F0 cases recovered from the pandemic for less than 180 days from the date of hospital discharge and getting the certificates of completion of 14-day self-monitoring from the date of hospital discharge issued by the communal- level Steering Committee for Covid-19 Prevention and Control; those getting 2 full shots of Covid-19 vaccine or the first shot of Covid-19 vaccine for at least 14 days...
