Resolution approved to facilitate successful construction of Vietnam-Singapore Industrial Park 3 at the fifth seminar session of the tenth provincial People’s Council

Yesterday of June 9, the 10th Provincial People's Council held the 5th seminar session to approve the tasks and general construction planning project at the scale of 1/5000 of Vietnam-Singapore (VSIP) 3.

To approve VSIP 3 planning

At the meeting, Mr. Vo Hoang Ngan, Director of Department of Construction presented a report on the task of general construction planning at the scale of 1/5000 VSIP 3 in Hoi Nghia ward of Tan Uyen town and Tan Lap commune of Bac Tan Uyen district along with the proposal for approval of 1/5,000 VSIP general construction planning project 3.

On November 28, 2016, the Prime Minister issued Document No. 2139/TTg-KTN approving the investment policy of VSIP 3 infrastructure construction and business investment project. With the nature of an industrial park focusing on multi-sectors where priority is given to exploiting various types of high-tech industries, VSIP 3 is an industrial park invested in modern construction with a system of technical infrastructure and synchronous functional areas on 1,000 ha for a labor capacity of 43,000 - 45,000 people.

VSIP 3 is located next to the belt of Binh Duong new city - the centralized administrative service center of the province and also the most vibrant industrial development center in the Southern Key Economic Region. In the near future, VSIP 3 will soon become a modern and green industrial park to attract experts and entrepreneurs to work and live.

Besides, the location of VSIP 3 easily connects with My Phuoc - Tan Van Highway as well as the neighboring provinces of Dong Nai and Ba Ria-Vung Tau. In addition, the industrial park also benefits when Tan Uyen town is upgraded to a city and is exploiting a series of large existing industrial parks of VSIP 2 of 2,045 hectares, Nam Tan Uyen Expanded Industrial Park of 346 hectares, Tan Lap Industrial Park of 400 hectares, Dat Cuoc Industrial Park of 348 hectares, Uyen Hung Industrial Park of 120 hectares, and so on.

At the meeting, the delegates enthusiastically discussed and made suggestions to approve the submissions, inspection reports and 2 resolutions on the approval of tasks and general construction planning project at the scale of 1/5000 for VSIP 3. According to the delegates of the provincial People's Council, VSIP 3 is a lever to promote socio-economic development in Tan Uyen town and Bac Tan Uyen town because when the industrial park is formed, the residents would gather to live in crowded surrounding. The industrial park marks an important milestone for the joint venture of Vietnam and Singapore as the project implements a strategic transformation towards more sustainable development with a smart and sustainable industrial park model.

Ms. Tran Thi Minh Hanh, Head of the Economic and Budget Division of Binh Duong provincial People's Council, said that they have suggested the provincial People's Committee to pay attention to on considering and approving the tasks and the general construction planning project that needs following in accordance with the laws. The Economic and Budget Division proposed the provincial People's Committee to direct Department of Construction and Management Board of Industrial Parks to continue studying and absorbing comments from ministries, central branches, relevant organizations and individuals to complete their tasks and the general construction planning project of the industrial park to ensure the contents of the tasks and the general construction planning project in accordance with Article 27 of the Construction Law and Articles 11 and 12 of Decree No. 44/2015/ND-CP.

Expedited deployment

Speaking at the meeting, Chairman of the provincial People's Council Pham Van Chanh said that the review and approval of tasks and general construction planning projects at the scale of 1/5000 for VSIP 3 is an important and urgent content of the locality. The implementation of the provisions of the law and objective practical requirements set forth should be ensured in order to create a legal basis for the provincial People's Committee in the work of directing, operating, urgently building and soon putting VSIP 3 into operations, contributing to the promotion of socio-economic development of the locality.

On the basis of the two issued resolutions, Chairman of the provincial People's Council requested the provincial People's Committee, all levels and branches to urgently direct the implementation in accordance with the laws, to focus on promptly solving drawbacks and practical problems arising to facilitate domestic and foreign enterprises throughout the process of investment, production and business activities in Binh Duong.

VSIP 3 with the vision of being a model of a smart industrial park, is designed to integrate smart technology in activities within the industrial park from the use of energy, water, waste, to traffic management, safety and security. The highlight of the industrial park is the 50-hectare on-site solar farm that benefits the reliability and sustainability of power supply to major customers in the industrial park. The first customer of the industrial park to access the planned solar farm is the Lego Group of Denmark. Up to now, 31 domestic and foreign corporations and companies have been interested in exploring the possibility of production development in the industrial park, equivalent to 176 hectares of industrial land and USD 1.8 billion of expected investment capital.
