Over more than four months of fighting the pandemic, the lesson learned for Binh Duong to successfully control the pandemic is to rely on the people and mobilize the people's strength for the fight against the pandemic. After Sep 30, in order to safely adapt to the Covid-19 situation, the province continues performing effective disease control measures, flexibly adjusts these to reality, ensure the safety of people's lives and recover socioeconomic activities.
Health is the center
After 15 days of loosening the distance, the disease situation in the province eyed some hopeful changes, infection rate has decreased, fatality rate has been controlled, a number of socio-economic activities reopened guarantee safety. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that in order to safely adapt to the Covid-19 after Oct 1, the province would continue to effectively control the disease, flexibly adjust according to the disease situation, ensure life safety and continue socio-economic development activities and people's daily life. Accordingly, six safety principles are implemented by the province, in which health is the center; economy is the foundation; scientific and technological data is key; socio-political stability is important and permanent; vaccines, medicines, people's awareness are prerequisites and safety for production, and production must be safe.

According to Minh, the first and most important condition for safe adaptation is to control the disease, because the vaccination rate in the area is currently that more than 90% of the population who are over 18 years old and received the first Covid-19 jab, and 5% of the population receiving the second one. Therefore, testing to determine the risk level of disease is still a key step, but testing is based on risk areas and at-risk groups (people who have not been vaccinated, elderly people, workers at companies with high risk of infection, boarding houses, people with suspected symptoms, people in close contact with infected people, people with suspected disease). Periodic testing time of "green zones" is 7 days / time, other areas 3 days / time.
For companies in industrial parks and clusters, the Provincial Management Board of Industrial Parks and Department of Industry and Trade instructed companies to perform testing, self-control inputs, and take responsibility for the strictly implementation of anti-Covid regulations to guarantee production safety, encourage companies to self-isolate and treat asymptomatic F0s if eligible and with the support of mobile medical stations. The province encourages businesses to self-conduct rapid antigen tests, when F0 is detected at the establishment, then handle it according to the instructions of health authority, and conduct an assessment of the level of the disease. Meanwhile, for the care and management of F0s, the province will issue a process to detect and handle when there is F0 in the community, regulations on isolation and treatment of F0 at home (including lodging houses) and in production areas, business and service sectors in accordance with the requirements in the new situation.
The province also continues to expand the network of mobile medical stations combined with conventional medical stations in localities. These stations will be fully equipped with material facilities, medical supplies and medicines, especially medical oxygen tanks, to provide timely first aid to Covid-19 patients who are isolated at home. Besides, the province continues to enhance the effectiveness of the three-tier treatment model, suppress the fatality rate as low as possible. The Covid-19 sample collection and treatment areas need to be streamlined according to the principle: "Enough, lean, effective" in order to respond well to the treatment of Covid-19 patients and reduce investment costs.
What should people do to adapt safely?
The result that Binh Duong has been able to successfully control the Covid-19 in the past four months is to rely on the people and mobilize the people's strength to participate in the fight against the pandemic, along with the core role of frontline forces.
In the new period, the province suggested that each citizen should continue to work together, unite with the political system to protect the gained results of the fight, voluntarily implement the "5K" message of the Ministry of Health, keep a distance of at least 2m between each other in public places, scan QR codes for medical declaration at destinations (agencies, offices, medical examination and treatment facilities, eateries, restaurants, supermarkets, commercial centers, mini supermarket, convenience stores, food retail stores, markets, public transports, companies, factories...); present travel permits (persons who are F0s have recovered from the disease, have received at least one dose of Covid-19 vaccine for people aged 18 years or older) as required by the authorities.
When people have symptoms (cough, fever, difficulty breathing...) or need medical emergency, they need to immediately contact health stations, Call Center 1022, Emergency Hotline 115, or Hotline of Rapid Response Team for first aid, medical assistance, relief, and local security and order. People can take samples by themselves by rapid antigen test according to instructions when required by health authorities or when they have symptoms (cough, fever, difficulty breathing...); register for vaccination on online platforms of vaccination against Covid-19 and electronic vaccination certification according to regulations of the Ministry of Health; In case of urgent demands for food and necessities support, people may immediately contact local Rapid Response Teams, Call Center 1022. People, owners of production establishment and companies need to take the initiative to ensure the implementation of options, uphold the spirit of safe adaptation, live together with the disease while effectively controlling the disease, and take responsibility for the measures.
