Shortcomings of customs procedures solved

At the dialogue, businesses’ many questions relating to extension of import and export tax and added value payments, kinds of fees, difficulties of e-customs declaration and so on were raised for Binh Duong Customs.

Reps of some businesses referred that during process of making e-customs procedures on weekend, they often face overload of internet transmission line. Replying this question, Binh Duong Customs said that to minimize risks on internet transmission line, Binh Duong Customs has launched 2 separate lines of 2 various suppliers, so businesses can access at the official addresses as following: http://hqbd.gov.vn/TQDT/KDTService/CISService.asmx and http://haiquanbinhduong.gov.vn/tqdt/KDTService/CISService.asmx.

According to Binh Duong Customs Database Center, if businesses implement overtime e-customs declaration, they should contact customs bureaus or if they face problems of transmission line, they can use 3G service.  

Meanwhile, some other companies referred to problems of software errors in e-customs declaration and they were replied by software company.

Another company specializing in manufacturing footwear said that since Aug. 2013 Binh Duong Customs requested to verify container numbers and this triggered expenses arising for businesses, so the company suggested Binh Duong Customs to offer a concrete settlement measure. In addition, the company asked whether Emergency Bunker Surcharge (EBS) and Terminal Handling Charge (THC) are included in import tax. In return, Binh Duong Customs said that expenses of transport must be included import tax calculation. Therefore, EBS is calculated into import tax.

Meanwhile, some companies referred to problems of post-customs clearance inspection. Answering these problems, Binh Duong Customs said that post-customs clearance inspection means a professional activity carried out by specialized customs agencies in order to evaluate the accuracy and truthfulness of customs declarations on exports and imports already cleared from customs procedures and to assess the observance of law by customs declarers for use as bases for consideration of the priority levels in carrying out customs procedures, inspection and supervision and handling of violations (if any).

Additionally, Binh Duong Customs asked businesses to manage their units closely and constantly implement inspections in a bid to find out shortcomings for handling timely. Besides, businesses should adequately and scientifically keep documents relating to import and export activities within 5 years in an attempt to offer timely for customs agencies if needed.
