Socialization of vocational training improves human resource’s quality

Thanks to socialization of vocational training by diversifying educational forms, combining regular with irregular training, incorporating State-owned in private vocational facilities, etc, Binh Duong has improved quality of human resource, satisfied demands of provincial industrialization and modernization. From State-owned vocational facilities…By June 2013, the province has 55 registered vocational facilities, in which there are 33 facilities exercising guideline of vocational training socialization. Head of Labor Invalids Social Affairs Department Mr. Nguyen Phung Trung said: “Although non-State universities, colleges, professional secondary schools enroll students only for non-technical majors like accounting, secretary, business administration…, in fact, these non-State schools have improved quality of local human resource”.Binh Duong Technology Administration vocational center is a typical example. As a source supplying personnel to provincial enterprises, the Center has been focusing on investment of facilities, modern equipment like 100% new computer, qualified classrooms serving combining of learning and practicing. Director of this Center Mr. Nguyen Tan Duy said: “During operation, our Center gradually has renovated, developed some majors in accordance with social demands and meeting enterprises’ needs”.“We have also established clubs connecting students with enterprises, organized workshops of career guidance, assisted students in finding job, probation. Thereby, students can learn many valuable experiences of integration after graduation”.Besides, there are many vocational schools satisfying the need of labor training for the society, such as: Binh Duong Professional secondary school training annually 1,000 – 2,000 students, in which the majority is from orders of enterprises.To socialization of vocational trainingRecently, the province has paid much attention to socialization of vocational training through calling for participation of enterprises in order to encourage businesses to accept labors and create jobs for labors.Provincial People’s Committee issued regulation of supporting policy for enterprises giving vocational training and solving jobs for provincial labors in 2012-2015 period. Mr. Trung explained: “Subjects receive vocational training are enterprises giving training to labors having permanent residence in Binh Duong, being between labor ages, having training and job need but have not received benefit of preferential policies yet, comprising labors as people contributing to the revolutionary, ethnic minorities, disabled people and some other labors. Common monthly support level is VND500,000 each person, maximum supporting time period is 3 months”.“Additionally, enterprises are supported monthly VND200,000 each labor as giving training to labors as people contributing to the revolutionary, ethnic minorities, disabled people, etc.”“Due to vocational training socialization, vocational facilities aim at business’s needs, offer practical training programs like sent students to enterprises for probation, training according to enterprises’ orders.
