Targets and plans plentiful for early achievement

On the afternoon of November 15, Vo Van Minh, Deputy Secretary of Binh Duong provincial Party Committee, Chairman of the provincial People's Committee, chaired the 48th meeting of the provincial People's Committee to assess the socio-economic, defense, and security situation of the province in 2023 and the tasks and solutions for 2024. The conference was attended by leaders of departments and agencies of the province in direct connection to the 9 districts, towns, and cities in the area. According to the assessment of the provincial People's Committee, despite many difficulties and challenges, the provincial People's Committee has focused on directing and managing the completion of assigned targets and plans, especially in the areas of budget revenue and expenditure, and disbursement of public investment capital.

Brilliant public investment disbursement nationwide

According to the report of the Provincial People's Committee, right from the beginning of the year, the provincial People's Committee has vigorously implemented the resolutions and documents of the government, ministries, central agencies, as well as the provincial Party Committee and the provincial People's Council regarding the tasks and solutions for socio-economic development in 2023 on a monthly and quarterly basis, resulting in a gradual recovery of production and business activities. The socio-economic situation has achieved positive results. Social security has been ensured while political security, social order, and safety have been maintained. Based on the results of the first 10 months, the province has achieved at least 23 out of 35 targets set for the year 2023. Among them, the province has mostly achieved targets in the areas of society, environment, and smart cities. The province's Gross Regional Domestic Product (GRDP) was estimated to increase by 6%, with a per capita GRDP reaching VND 172 million against the target of VND 177 million, and 37 out of 38 communes meeting the standards for new rural transportation according to the plan.

In 2023, the industry continued to play a leading role and contribute significantly to the overall growth of the provincial economy, with the Industrial Production Index (IIP) estimated to have increased by 6.5% compared to 2022. In the trade and services sector, the province has effectively implemented programs to stabilize the market, stockpile goods, essential commodities, ensuring stable prices without significant fluctuations, meeting the production needs of businesses and the livelihoods of the people.

Meanwhile, the total social investment capital of the province was estimated to reach VND 164.3 trillion, an increase of 11% compared to the same period in 2022. It is worth noting that public investment capital in the province was structured towards prioritized and focal points, rather than being dispersed and inefficient. The province has also focused on preparing investment projects, appraising and timely adjusting projects when necessary; developing implementation plans, inspecting the progress of key projects, urgently implementing compensation and site clearance immediately after the approval of unit prices. Therefore, as of November 8, the total value of public investment disbursement in the province reached VND 12.367 trillion, achieving 56.7% of the plan assigned by the provincial People's Council and 105% of the plan assigned by the Prime Minister.

Continual focus on resolving bottlenecks

Speaking at the meeting, Vo Van Minh highly appreciated the efforts of departments and agencies in fulfilling assigned targets and plans, especially in revenue and expenditure of the budget for the year and the arrangement of public investment capital, disbursement of public investment capital in 2023, and preparation for the 2024 plan.

In agreement with the forecast that the economy will still face many difficulties in 2024, affecting the budget revenue, the Chairman of the provincial People's Committee also agreed with the proposals and recommendations of the Department of Finance, the Department of Planning and Investment on the urgent priorities to share with the financial sector in order to complete the 2023 budget estimate and to prepare well for the budget revenue and expenditure as well as the arrangement of public investment capital in 2024. In that spirit, the province will prioritize the allocation of capital for projects completed in 2023 and carry them forward to 2024, capital participation in PPP projects, counterpart capital for ODA projects and key projects in the province, balancing the budget in the context of limited new revenue sources.

Vo Van Minh emphasized that departments and agencies need to focus on removing bottlenecks and studying the development of specific policies in certain sectors and fields to create sustainable development momentum for the province in mechanisms to protect dynamic, creative, responsible, and accountable officials and civil servants, as well as handling evasion and pushing of responsibilities; striving to achieve high results in the governance indicators of the provincial authority (PAPI, PCI, Par Index), and digital transformation, striving to be in the Top 10 nationwide every year.

The Chairman of the provincial People's Committee also requested departments, agencies, and localities to effectively carry out the work of meeting with the people and resolving complaints and denunciations, not allowing them to become hotspots; focusing on handling outstanding, complex, and prolonged cases; consolidating, strengthening, and ensuring national defense and security, maintaining political security, and social order and safety. Units and localities need to thoroughly understand and effectively implement the viewpoint of proactive security, especially in terms of worker security and economic security; enhancing the suppression of crimes; resolving obstacles in fire prevention and fighting regulations; ensuring order and safety in traffic, restraining traffic accidents based on all 3 criteria.
