The role of lodging proprietors in order and security maintenance is a project realized by the Fatherland Front Committees at all levels and mass organizations of Thuan An district over the past years. It is the model of gathering the public to contributing to maintaining social order and security, building cultural lifestyle in residential areas of the district.

 So far, the whole district has had nearly 6,178 lodging facilities with 93,842 lodging rooms and 224,000 lodgers. The birth of these lodging facilities has contributed to meeting accommodation demand for laborers. But, many complicated problems have also arisen from the development over the last time, affecting the lives of the local residents…

 Before the real situation, Binh Chuan commune set up a club for lodging proprietors in 2003 with 48 members, contributing to maintaining order-security, protecting the environment and gathering immigrant laborers…Realizing that the model brings effective results, Thuan An district’s Fatherland Front Committee and Police has jointly built and implemented a project of “the role of lodging proprietors in order-security maintenance” since 2006.

 The district now has 42 clubs for lodging proprietors with 5,233 members. Many other models launched by the local mass organizations have also seen development in quantity and quality. For example, the district is home to 89 sub-unions for lodging youths with more than 15,00 members and 76 sub-unions for female workers at lodging facilities with nearly 3,200 members…

 Joining efforts in building cultural lifestyle

 To improve the quality of the project, Thuan An district’s Fatherland Front Committee has built a pilot model of “Cultural lodging-facility”. In 2009, there were 86 out of 92 lodging facilities winning the “Cultural lodging-facility” title. The district has also mobilized 105 local lodging facilities to make registration for building the “cultural lodging-facility” model in 2010. The model has also contributed to raising the quality of the local lodging facilities, gathering and mobilizing immigrant laborers to get involved in realizing the campaign of “The entire people consolidate to build cultural lifestyle in residential areas”.

 Apartedly, Thuan An district’s mass organizations have jointly built 70 legal bookstores and 96 legal bags with nearly 10,400 book titles at 35 local lodging facilities. The local lodging proprietors and lodgers have also had the chance to participate in consultant programs on health, family-marriage, education of the laws…, contributing to helping raise their awareness of obeying regulations on residence, environmental protection. They have also actively taken part in cultural-sports activities and raised their vigilance and denunciation against crime, contributing to maintaining the local order and security…

 The district’s project of “the role of lodging proprietors in order and security maintenance” has over time received active response from the local lodging proprietors. In general, it has made a lot of positive effects about awareness of the local lodging proprietors and lodgers, contributing to maintaining the local order and security, according to Nguyen Tan Dung, vice-chairman of the district’s Fatherland Front Committee…
