Vietnam, Mexico share experience in poverty reduction

A HCM City delegation led by Vice Chairman of the Municipal People’s Committee Hua Ngoc Thuan paid a working visit to Mexico to share its experience in hunger and poverty reduction, especially in urban areas.
Vietnam has been acknowledged internationally for its poverty reduction effortsThe delegation held working sessions with representatives and experts from the National Council for the Evaluation of Social Development Policy (CONEVAL) and the Ministry of Social Development of Mexico (SEDESOL). They made a fact-finding trip to several districts in Mexico City and Puebla State.Both sides had in-depth discussions on how to develop the multi-dimensional poverty measurement, mechanisms and measures of multidimensional poverty monitoring and criteria for identifying multidimensional poverty.They touched upon the coordination of national efforts to eradicate poverty, especially in urban areas, and in-depth research on poverty alleviation in the process of social development, urban management, and migration.They also examined the application of the multidimensional approach according to criteria related to education, health, social security, housing, basic services and food.At a meeting, SEDESOL vice minister Juan Carlos Lastiri Quiros briefed the Vietnamese delegation on Mexico’s National Crusade Against Hunger, introduced by President Enrique Peña Nieto’s new government in 2013, its initial results, and orientations in the next five years.According to Quiros, about 46% of the Mexican population are currently living under the poverty line according to the new criteria. He stressed that federal government continues giving top priority to poverty reduction in its 2012-2018 term.He said a Mexican is considered a multi-dimensional poverty person when he lacks one of the six following criteria: education, health, social security, housing, basic services and food, and he cannot afford to meet basic needs. A person is classified as extreme multidimensional poverty when he lacks one of the three abovementioned criteria, and his income is not sufficient enough to meet his basic needs.Quiros spoke highly of Vietnam’s poverty reduction achievements, and hoped to learn from Vietnam’s experience when it is implementing the UNDP-initiated project “Support to Multidimensional Poverty Reduction in Urban Settings’.Thuan informed his host of Vietnam’s National Target Programme on Sustainable Poverty Reduction, considering the multidimensional poverty reduction approach as an effective tool for designing related programmes.
