Le Hoai Anh, General Secretary of the Vietnam Football Federation, said the championship will have eight teams: Viettel, Hanoi, Sanatech Khanh Hoa, PVF, Song Lam Nghe An, Long An, Thua Thien-Hue and host Binh Dinh.
They are divided into two groups. Group A consists of Binh Dinh, Thua Thien-Hue, Viettel and Long An, while Group B are Hanoi, PVF, Sanatech Khanh Hoa and Song Lam Nghe An.

The teams will play in the round-robin format with the two top teams in each group qualifying for the semifinals.
