10 years of steady local industrial promotion

Over 10 years of implementing Decree No. 45/2012/NDCP of the Government on industrial promotion, Binh Duong has built a legal corridor so that industrial promotion programs are consistent with the province's general policies, thereby creating new motivation for the industrial development and handicraft production, contributing to building new rural areas and shifting economic structure towards industrialization and modernization.

To enhance effectiveness

On Binh Duong, industrial promotion work is widely carried out and involves the entire political system. The industrial promotion system is constantly being strengthened, matured, connected from central to local levels and operating more and more effectively.

In the past 10 years, the province's industry and trade branch opened 27 seminars and training classes attracting 2,425 participants with training programs organized based on practical needs, providing in-depth knowledge and giving delegates the opportunity to discuss directly with experts, thereby better understanding new regulations of the industry and trade branch, such as: free trade agreements, new policies on import and export, taxes, e-commerce, policies to encourage production development, trade promotion support... The industry and trade branch organized 15 delegations to visit, survey, search for raw material sources, and connect domestic supply and demand, with 240 participating delegates. Participants were managers, officials who were implementing industrial promotion policies, collaborators, representatives of rural industrial production establishments...

Nguyen Thuy Hang, Deputy Director of the Center for Trade Promotion and Industrial Development (Provicial Department of Industry and Trade), said activities supporting the building of technical demonstration models, technology transfer, and application of advanced scientific and technical progress into industrial and handicraft production is considered a key content of the industrial promotion program. This activity has received active response and participation from rural industrial production establishments, with 104 times of support for rural industry establishments. Support funds from this policy is truly an important capital that has encouraged and motivated organizations and individuals to apply modern production approaches through investment in innovating equipment and technology. This brought extremely positive results, such as: to improve productivity and production efficiency, improve product quality, increase competitiveness, save production costs, improve labor safety, reduce environmental pollution...

“This support has created a favorable environment for rural industrial production establishments to improve production and business capacity, thereby creating stable livelihoods and jobs for workers through access to resources, scientific and technological progress, transformation from small-scale production to production and business along the value chain, application of advanced technology, high technology, digital transformation, meeting the requirements of rural industrial restructure, contributing to building new rural areas," Hang affirmed.

The organization of a vote for excellent rural industrial products of the province has increased its effectiveness. By participating in voting for typical rural industrial products, rural industrial production establishments were motivated to invest and create new products that meet market demands, are highly competitive and more environmentally friendly. The branch also supported 260 rural industrial production establishments with outstanding products passing through voting rounds, to participate in 35 national fairs and exhibitions with 113 booths. These were good opportunities for the province's rural industrial production establishments to display their products, strengthen links and connection, expand exchanges, and seek partners within and outside the region for trade promotion and market expansion.

Step by step strengthen its role

Nguyen Thanh Toan, Director of Provincial Department of Industry and Trade, said that industrial promotion activities are gradually strengthening their role in rural industrial production development, contributing to local industrialization and modernization. The results of local and national industrial promotion activities in the province took place on schedule for each project, with diverse content in all programs of industrial promotion activities, using funds was for the right purpose, the results were extremely practical in each stage, focused on policy propagation programs to rural industrial production establishments and supported the application of modern machinery and equipment in production stages... contributing to improving quality and enhance business performance.

Information on industrial promotion policies has been widely given to industrial promotion management agencies at district, town and city levels. Every year, this branch has meetings, exchanges, announcements and guidance on State support policies to rural industrial production facilities in the area. In addition, industrial promotion activities always build and form a network of industrial promotion collaborators at district level and some key communes to propagate and implement industrial promotion policies in the province.

The biggest limitation is that currently the industrial promotion program at district, town and city levels has not been included in the annual work plan but is mainly carried out in coordination with province-level industrial promotion projects and programs. Most industrial and handicraft production establishments have not proactively accessed capital support to develop production and business to encourage the development of rural industrial production; or businesses are afraid of the complicated paperwork involved to receive preferential policies, have not yet developed key industrial promotion projects, group industrial promotion projects...
