17th session of the 9th Provincial People's Council passes many resolutions to create a legal basis to speed up the progress of key public investment projects

On January 31, Binh Duong Provincial People's Council, 10th term, held its 14th session (thematic). The meeting had the participation of Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Loc, Member of Provincial Party Standing Committee, Chairman of the Provincial People's Council; Nguyen Thi My Hang, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Nguyen Thi Ngoc Xuan, Deputy Head of the Provincial National Assembly Delegation; and leaders of departments, branches, and Provincial People's Council delegates.

At the meeting, Provincial People's Council announced the Database System of all-level People's Councils of Binh Duong province, the system is connected to People's Councils of districts, towns, cities and 91 communes, wards and towns. Delegates also voted to approve resolutions to create a legal basis to accelerate progress of key public investment projects in the province, such as: committing local budget funds and adjusting and supplementing investment policies for the Ho Chi Minh City - Chon Thanh expressway project (section through Binh Duong province) according to the public-private partnership (PPP) method; amending and supplementing Article 1 of Resolution No. 09/NQ-HDND dated May 19, 2023 of the Provincial People's Council on investment policy of Ho Chi Minh City Ring Road 4 construction investment project, section from Thu Bien bridge - Saigon River (phase 1) according to PPP method.

A resolution adds a commitment to allocating enough local budget capital to the projects and adjust the budget capital structure for the project. Resolutions regulate fees and charges for online public service provision activities in Binh Duong province; specify prices for medical examination and treatment services that are not within the scope of payment by Health Insurance Fund in State-run medical examination and treatment facilities in the province; fees for appraisal, issuance, re-issuance and adjustment of environmental permits...
