In five years from 2006 to 2010 of resolution implementation by Provincial People’s Council to develop economics and society, Binh Duong Province basically achieved important advancement as foundation and motivation for continuing development in the next stages.
Economics: 6 out of 10 targets met
Infrastructure is on step-up investment to be
more synchronized and modern.
Under assessment of Provincial People’s Council among 10 targets of economics and budget, 6 targets exceed their plan as follows:- GDP per capita reaches VND 30.1 million (estimation: VND 30 million),
- Services grows averagely 24.1%/year (estimation: 15,6%/year),
- Budget collection grows averagely 24.3%/year (estimation: 13 - 14%/year),
- Budget expenditure grows averagely 27.3%/year (estimation: 13 - 14%/year),
- Foreign investment capital reaches USD 7.3 billion (estimation: USD 3 billion),
- Total social investment grows averagely 14.7%/year (estimation: 14 - 15%/year).
And, 4 items are off the target as follows:
- GDP growth can not reach 15% as planned but stays at 14%/year,
- Industrial value grows at 20%/year off the target of 29 - 30%/year),
- Export turnover grows at 22.9%/year off the target of 30%/year,
- Agriculture value grows at 4.7% of the target of 5.5 - 6%.
People’s Council put it that the five years brought about positive overall development irrespective of failure to meet the targets and in the face of global economics downturn. Industrial sector maintained good growth and promoted socio-economic development, earning industrial value growth in the past five years at 20% or 2.5 times higher than 2005, in which domestic economic sector is accounted for 36% and foreign investment 64%. It is noticeable that in two years of 2008 and 2009 and at the peak of global economic downturn, industrial sector can be maintained at high growth rate, promoting other sectors.
Currently, 28 industrial parks constructed in the province have covered 8,751 hectares and been ready for welcoming domestic and foreign investors. Services are highlighted with high growth rate with increasing proportion in promoting right direction of economic transformation. Retail and service revenues increased averagely 32.8% per year or 4 times higher than 5 years ago. More supermarkets and commercial centers and markets emerged in the province.
Export turnover in 2010 has reached VND 8.5 billion after seeing average growth of 22.9% or 2.8 times higher than 2005. The major goods in exportation are wood, shoes, textile, rubber, handicraft, and electronic appliances. Export market has extended to 180 nations and territories. Financial and banking sector is heating up in development.
Culture: some targets advanced
Many socio-economic targets have been met in the past 5 years and are evaluated as advancement by People’s Council.
Currently, 13 hospitals and 5 specialized hospitals, 40 health stations and over 2,000 clinic establishments are under operation in Binh Duong province to offer averagely 23 hospital beds per 10 thousand people. Effective national healthcare is conducted thanks to policies of good gratitude to privileged people, heroic mothers and revolution contributors. 566 gratitude houses and 1,800 houses are granted along with tens of billion dongs offered to disadvantaged people in the society. Yearly, about 46,500 can find their jobs, exceeding the proposed targets. By 2008, basically there are no poor households under former criteria and by 2010, there are about 2% of poor households under newly issued criteria.
Environment: limit remains
Among 6 targets of environment protection, 5 are off the projected plan; however, environment management has been more active with better coordination between sectors and localities to control sites of environment issues.
In spite of such facts, People’s Council still considers that environment issues are complex and required to be resolved. Environment protection projects in 2007-10 period are slow. Therefore, People’s Council agrees with People’s Committee to maintain good growth and increase investment to infrastructure and social security. Meantime, weakness and limit will be evaluated to propose reasonable measures for the time to come.
