Binh Duong Customs brilliantly fulfill budget collection

Accomplishment of targets

In the face of difficulties, Binh Duong Provincial Department of Customs has offered favored conditions, created trust and been with enterprises to greatly contribute to provincial success in consecutive years. At the conference, Deputy General Director of General Department of Customs Nguyen Duong Thai stressed on the international integration progress where we have estimated the decline of collection due to tax reduction under FTA and the return of production growth and promoted exportation and importation in internal commercial relation. However, the continuous price decline of oil was beyond the expectation to be as low as US$ 35 a barrel. It is expected that oil price in 2016 will be in deeper and longer decline to offer chances for production and businesses leaving strong effects on macro estimations.

By December 31, 2015, Binh Duong Provincial Department of Customs has collected VND 10,304 billion for the State’s budget, meeting 105.7% of the designated planning and increasing by 4.71% higher than in 2014. 4,541 enterprises have registered for customs procedures at Binh Duong Provincial Department of Customs, increasing by 10.65% with additionally 11.45% of declaration where exportation revenue increased by 4.8% higher than in 2014.

Binh Duong Provincial Department of Customs has achieved such impressive figures by grasping up major tasks from the beginning of the year. Binh Duong Provincial Department of Customs has promoted and matched the administrative reforms and modernization of customs procedures to become national one-stop-shop regime with boosted propaganda and construction of strong and apparent forces of Binh Duong Provincial Department of Customs.

Mr. Thai added that Binh Duong Province has been one of the localities of the soonest plan accomplishment in 2015, contributing greatly to the general rejoice of the department. At the conference, Mr. Thai, on behalf of the General Director of General Department of Customs, decided to surprise Binh Duong Provincial Department of Customs with an award for its excellent achievements of budget collection in 2015.

Reforms to be continued for task implementation

Of the recommendation for removal of drawbacks in policies, time-saving, and cost-saving for enterprises by enhanced reforms and modernization. According to Nguyen Truong Giang, the Deputy Director of Binh Duong Provincial Department of Customs, the inspection and supervision of related departments and ministries have been slow, affecting the cargo clearance of the enterprises. This consumes time and costs while affecting the prestige of enterprises regarding their delivery progress.

Besides, some regulations have put enterprises in harsh circumstances and cost surge regarding the inspection and prolonged procedures. The slow implementation of container scanner has affected the fights against smuggling and increased costs of cargo checks.

Addressing the conference, Nguyen Phuoc Viet Dung, the Director of Binh Duong Provincial Department of Customs, committed to unify and promote achievements for task fulfillment in 2016. Measures have been systematically implemented to enhance operations.

For the time to come, Binh Duong Provincial Customs will continue to update operation status of enterprises and support them in terms of law observation as well as improvement of awareness. Binh Duong Provincial Customs will enhance post-clearance inspection to ensure integral inspection of the processes meeting managerial needs and the needs of reforms, development, and modernization.
