Binh Duong Customs: Modern one-door mechanism officially started

The Japanese ODA-sponsored one-door clearance mechanism (VNACCS/VCIS) to improve operation effectiveness, test implemented in 2 years from April 2012 to April 2014, has been modeled and implemented officially on April 1 by Ha Noi City Customs, North Thang Long Customs, Zone 1 Customs, and Hai Phong Customs.April 14, Binh Duong Customs is to implement the same, officially.Thorough preparationAnswering the question why the VNACCS/VCIS has not been implemented nation wide, Mr. Huynh Trinh Thanh, Deputy Manager of Inspection Office of Binh Duong Customs, said: “Currently, we are making use of modern e-declaration; however, VNACCS/VCIS is considered to be of higher standard. Considering its importance, Vietnamese General Department of Customs has issued Plan No. 865/QD-TCHQ dated March 25, 2014 to guide local customs the pathway implementation. Of the same consideration, one year ago, Binh Duong Customs has established provincial direction board and a specialist group.” A training course on digital signatures is held for representatives of enterprises in importing and exporting sector to be ready for VNACCS/VCIS system at Binh Duong Customs. Besides, individual customs also have established groups of VNACCS/VCIS implementation to gather experienced personnel in terms of technology, professions, IT, methodology, and training courses for customs officers.Besides, specialist groups have organized various training courses for enterprises and importing-exporting employees to gain knowledge theoretically and practically for skillful processing.Currently the version 4.0 of e-customs is being applied by Binh Duong Customs. Thus, as VNACCS/VCIS comes into practice, enterprises shall be favored in terms of digital signing and super fast cargo classification declaration.This also reduces paper work burden by separating dossier of documents of e-declaration and other certificates of origin, safety and hygiene, business, etc.To improve competence and operation effectivenessFor the past time, Binh Duong Customs has made frequent reforms to improve customs services to save time and costs thanks to e-customs and electronic signing.Concurrently, from March 2013, Binh Duong Customs has implemented container scanners to save costs of cargo loading and unloading as well as minimizing disturbance of customs officers.Enterprise dialogue and policy dissemination have been focused to timely remove barriers for enterprises in seminars of Korean, Japanese, European, and American enterprise associations, importing-exporting and customs agents.Meantime, Binh Duong Customs offers free training courses of digital signatures, automatic e-customs, and VNACCS/VCIS together with new customs procedures, establishment of online consultancy group to directly answer new regulations on customs procedures.“Thus, in 2013, Binh Duong Customs faces no appealing from enterprises with additionally 12.69% of enterprises returning to implement customs procedures; importing-exporting revenue increases by 13.59% with budget collection increment by 32%. Trust and satisfaction of enterprise community have been improved,” said Director Nguyen Phuoc Viet Dung.To ensure safe operationPreparing for the effective, safe, and duly one-door mechanism, Binh Duong Customs held 21 training courses on general to detail approach of VNACCS/VCIS to all customs officers and 17 training classes to over 3,000 representatives of enterprises doing customs procedures in the province. The implementing board of VNACCS/VCIS of the department has coordinated with associations and clubs to train VNACCS/VCIS on computers.By April 14, the board has completed 4 classes for over 1,200 enterprises regarding relatively complete technological system and basa server with upgraded line up to 10Mb and provision line of 4Mb. The implementation of digital signatures have been carried out at enterprises to meet conditions of VNACCS/VCIS to be tested and run officially.Up to date, 1,500 accounts of the system have been granted to test VNACCS/VCIS system and nearly 900 enterprises have tested the system.Besides, information dissemination for the system has been promoted through the mass medias and Binh Duong Customs website.Reported by Duy Chi – Le Xuyen – Translated by Vi Bao
