Binh Duong leads PAR index in Southeastern Vietnam

Early May 25 in Ha Noi, the Steering Board for Public Administration Reforms (PAR) of the government held a conference to announce PAR Index of 2021 and Satisfaction Index of Public Administrative Services (SIPAS) of 2021 within ministries, ministrial agencies, provinces, and cities nationwide.

Satisfaction as a measurement

According to the results announced by the government PAR Steering Committee, Binh Duong achieved 87.87 out of 100 points to be ranked 13th among 63 provinces and cities nationwide and lead the provinces and cities in the Southeast region. In which, the appraisal score of Binh Duong reached 56.45, SIPAS 8.78 out of 10 points, survey of leaders and managers 18.14 points, and impact on socio-economic development 4.50 points. Many component scores of Binh Duong have also increased compared to previous years such as reforming the organization of the State administrative apparatus, building and improving the quality of the contingent of civil servants and public employees, and modernizing administrative procedures.

Mr. Ly Van Dep, Deputy Director of the Department of Home Affairs, said that the PAR Index in general and the determination of PAR in particular are always considered by sectors and levels in the province as a key task in management and control; the implementation, inspection, supervision, and urging the implementation of the PAR goals and tasks according to the programs and plans of the central and local authorities are always given top priority. “The performance of PAR is a measure and a tool to assess the level of task completion of cadres, civil servants and public employees. Thereby, there has been a strong change in the PAR work from the province to the commune level,” said Mr. Dep.

Overview of the Conference to announce the PAR Index 2021 and the Satisfaction Index of Public Administrative Services (SIPAS) of 2021

According to Mr. Dep, the announced PAR Index results of Binh Duong province in 2021 have continued to confirm the correctness and effectiveness of the PAR goals that Binh Duong province is setting on building a modern and transparent administrative system. The provincial People's Committee always directs departments, branches, districts, towns and cities to focus on PAR, and take the people as the center of service,  the satisfaction of the people as a measure of the performance of the authorities at all levels in the province.

Measures for elevation of rank focused on

Despite quite well a rank compared to other provinces and cities in the region, Binh Duong always strives to develop and build digital government in the future. Therefore, in 2022, the provincial People's Committee requires departments and agencies in the province to continue to perform well all work on the PAR to meet the needs of socio-economic development. Associations such as organizing the implementation of the State PAR plan in Binh Duong province for 2021-2025, strengthening inspection, supervision, urging and monitoring the performance of PAR tasks. Simultaneously, it is necessary to step up the work of information, propaganda and dissemination of the law so that cadres, civil servants, public employees, people, businesses and the whole society properly perceive, agree and abide by the guidelines, PAR policies and tasks of the CPV, State and the province.

The province focuses on drastic, synchronous and effective reform of administrative procedures related to people, businesses, and internal administrative procedures among State administrative agencies; it also reviews and proposes to reduce and simplify administrative procedures related to investment, business conditions, land and construction while providing online public services at levels 3 and 4 for 100% of administrative procedures that are eligible under the law on the provincial public service portal and integrated on the national public service portal.

Along with that, the province has increased the application of information technology, digital transformation and the application of scientific and technological advances to promote the completion of construction and development of e-government towards digital government associated with building a smart city out of Binh Duong.

In 2021, despite experiencing many unfavorable developments caused by the COVID-19 pandemic, Binh Duong is still a bright spot in socio-economic development to attract investments, making an important contribution to the country's socio-economic growth. PAR results achieved comprehensively in all fields have made important contributions to the province's overall achievements in socio-economic development in 2021 and the results of the PAR Index 2021 of Binh Duong province were approved by the government's PAR Steering Committee has once again proved the effectiveness of the comprehensive development of Binh Duong.
