Part 1: From instructions to right policies

According to report of the National Committee for International Economic Cooperation, criteria of measuring international economic integration capacity at the local level are based on 8 main factors including trade, investment, tourism, human, infrastructure facility, culture, local character and institution. In the process of making this report, experts have focused on analysing the city brand index, composite integration of the Asia Pacific region index, economic integration of North America index, Kanji Wantanabe integration index, sustainable economic development index, trade dependency index, and total integration of the Asia -Pacific region index. On the basis of researching related models, the report has adjusted some assessment criteria in the index model to serve the evaluation of economic integration capacity of localities in accordance with the actual international economic integration of Vietnam.

Promoting advantages

Binh Duong provincial party committee and authority have set out proper instructions and policies to uphold advantages in a bid to hasten the process of development and economic integration.

Binh Duong is located at the Southeastern region under the Southern key economic zone and reaches a high economic growth pace and is the country’s most dynamic locality in industrial development.

With the even and flat terrain, plentiful system of rivers and natural resources plus tropical climate with 2 main seasons of the dry season (December to April) and the rainy season (May to November) and annual average rainfall ranging from as much as 2,000 millimetres and the average temperature in Binh Duong at 26.5°C and so on, Binh Duong has enjoyed an ideal natural condition for developing society and economy.

In the other hand, Binh Duong is linked with HCMC – the hub of economy and culture, has the national main routes such as National Highway No.13, Ho Chi Minh road, TransAsia road and so on and is 10-15km away from Tan Son Nhat airport. These elements have created favorable conditions for local socio-economic development.

With the mentioned advantages, right from its re-establishment, Binh Duong has spurred the industrialization and modernization and urbanization. By the policy of “spreading red carpets to urge investment and attract talents”, strong administration reform and many more, after 17 years of development, Binh Duong has so far become an industrialization and urbanization province.

Investing strongly in infrastructure facility 

Infrastructure facility is one of the main factors for assessing integration index at localities.

To implement the goal of industrialization, Binh Duong has over the past years set out overall investment policies for infrastructure facility area. Along with the main route of National Highway No.13, industrial parks have been emerged rapidly.

Until now, the entire province has had 28 industrial parks covering the total area of about 10,000ha. Besides, infrastructure facilities in electricity, telecommunication, water supply and drainage, education, healthcare, culture, sport and tourism have been invested synchronously.

Amid the economic integration process, Binh Duong has strongly focused on developing infrastructure facility. The 4,190ha Binh Duong industry-service-urban complex has been perfected with advanced industrial parks and urban areas in which Binh Duong New City is considered as the highlighted area, turning Binh Duong into the central-run city by 2020.

And, in order to connect with the Southern key economic zone, Binh Duong has conducted important planning projects on infrastructure facility. The projects include My Phuoc-Tan Van route - the second crucial road after the National Highway No.13 – connecting local industrial parks and urban areas with sea ports and international airports.  

Possibly speaking, with right instructions and policies of the local party committee, authority plus hi-unity of people, Binh Duong has promoted its advantages to accelerate the process of economic integration. Binh Duong’s third position in the integration ability ranking in 2013 is the result of effort and strategic outlook as well as right instructions and policies set out by local administration.
