Breakthroughs coming from the application of information technology

During the first 6 months of 2015, provincial direction and administration of administrative procedures reform (APR) continued to have many breakthroughs, especially in promoting the application of information technology (IT) into resolving administrative procedures (AP) at provincial Public Administration Center, and in districts, towns, and city in the province.

In APR process, PPC issued implementation plans for APR. Namely, Plan 4590 directed innovative contents, operations completion of the receiving and returning division at provincial level and one-stop division at district level. Earlier, the province issued Decision 1036 on approving the receiving and returning division to follow modern one-stop model at district level. Up to now, 9/9 districts, towns, and city was approved to implement this model. 7 localities implemented the modern one-stop model to serve better people and businesses’ need for AP solving.

One of the most noticeable breakthroughs was the IT application into AP solving with 100% AP solved via internet. Departments, agencies, district People’s Committees updated all resolved AP on their website. People and businesses may download forms to fill and submit once and for all. This was a huge step in AP reform, because people, businesses had to buy forms, fill forms, then submit to relevant agencies. Now, to some AP types, people are able to fill and submit forms directly via internet. For example, at Ben Cat town People’s Committee, as detecting AP problems on the website, people may call the hotline, and will be instructed to download, fill, and then submit forms via internet. This was convenient, reduced time, costs for people and businesses.

According to Mr. Mai Ba Truoc, Head of Business Registration division under Department of Planning – Investment, the application of IT has promoted efficiency in administration, especially business registration license. Currently, the department employs administration software, updates all AP on their website. This has helped people and businesses to have an easy access and procedure to business registration license. Digital signature has also facilitated business registration via internet of enterprises.

According to Department of Information and Communications, most agencies of provincial level has their own website. This was the important step to generate innovations and breakthroughs in APR of the province.

Due to the IT application, AP solving at governmental units has been executed quickly through files management software. Namely, the provincial level solved 190,684 records, the district level solved 144,388 records. Most of AP were returned timely, meeting expectations of people and businesses. In the future, the province will direct Department of Information and Communication, and relevant agencies to fulfill the second phase of one-stop software project with new features of transferring AP inter-agencies and levels. This will be a significant contribution to the overall success of provincial APR.
