Continuing its journey towards new heights in the coming period, Binh Duong is building up a civilized, modern and smart city, aiming at becoming a centrally run city by 2030.

Coordinated and connected planning

In recent years, provincial Department of Construction has promptly provided recommendations, conducted evaluations, and submitted urban and construction planning projects for approval and adjustment to relevant authorities. These projects serve as the foundation for proceeding with further procedures related to key investment projects in the province.

As of now, the province’s urban infrastructure has been increasingly completed with high quality, featuring environmentally friendly industrial parks interspersed with high-class urban areas, social housing areas for low-income individuals and modern commercial-service centers. This approach to planning the industrial-urban ecosystem creates equality in access to social infrastructure, healthcare and education for people from all strata. So far, the province’s overall planning coverage rate has reached 100%, with 100% completion of subdivision planning. The rate of communes completing new rural planning is also 100% and all functional areas and construction investment projects have detailed plans.

One of the province’s key highlights in the development of industrial, service and urban infrastructure is the planning and implementation of the nearly 4,200-hectare industrial-service-urban complex. Binh Duong New City and provincial Administrative Center serve as the core of the Innovation Region, the heart of Binh Duong smart city. Additionally, Binh Duong has been renovating and upgrading areas of the old urban areas under the plan, contributing to improving the province's urban image. This has created synchronous connections with the new urban area in terms of both social and technical infrastructure such as public transportation systems, thereby contributing to enhancing the quality of people’s life.

As of now, according to the local  administrative classification, Binh Duong province has 5 cities of Thu Dau Mot, Thuan An, Di An, Tan Uyen and Ben Cat, along with 4 districts of Phu Giao, Dau Tieng, Bau Bang and North Tan Uyen. According to the local urban classification, Binh Duong has 1 first-class city (Thu Dau Mot City), 1 second-class city (Di An city), 3 third-class cities (Thuan An city, Ben Cat city and Tan Uyen city) and 5 fifth-class cities under districts (Dau Tieng district’s Dau Tieng township, Phu Giao district’s Phuoc Vinh, Bau Bang district’s Lai Uyen, North Tan Uyen district’s Tan Thanh and Tan Binh). The urbanization rate of  Binh Duong has now reached 85%.

Development of green, smart urban areas

Nguyen Ngoc Van, Deputy Director of provincial Department of Construction stated that Binh Duong provincial Plan for the period of 2021-2030, with a vision to 2050 (briefly called provincial plan) has set the goal of developing Binh Duong based on the foundation of green, smart, and sustainable urban development. The plan prioritizes human development as a driving force, based on the advancement of science, technology and knowledge. In addition, the province has chosen to focus on the development of synchronized technical and social infrastructure to ensure the connection of urban areas across Binh Duong.

According to provincial Plan for the period of 2021-2030, with a vision to 2050, Binh Duong New City develops into the nucleus of the Innovation Region

The provincial plan clearly defines three key areas for development:

Area 1 (including Thu Dau Mot city and Di An city): This area will focus on making urban redevelopment and renovation, relocating outdated and environmentally polluting industrial facilities to the northern region of the province. It will utilize available space for new urban models under the TOD (Transit-Oriented Development) principles and add social infrastructure to transform Thu Dau Mot and Di An into modern cities with high quality of life. Area 2 (including Thu Dau Mot city, Tan Uyen city, Ben Cat city and Bau Bang district): Development in this area will be based on innovation, advanced technology, regional community services, and smart urban solutions as the pillars for the province's growth. Area 3 (including North Tan Uyen, Phu Giao and Dau Tieng districts): This area will develop new-generation industrial parks, attract eco-industrial-service-urban development models, conserve and develop ecological corridors along the Sai Gan, Dong Nai and Thi Tinh rivers…, increase green coverage and promote renewable energy.

The provincial plan features several new and distinct aspects compared to previous phases. One of the provincial plan’s key highlights is Binh Duong's focus on building up a smart, green and sustainable urban area, with an emphasis on high-tech applications, renewable energy and a friendly living environment. This shift meets the demands for urban modernization and aims at enhancing the quality of people’s life.

Mr. Van added that after the announcement ceremony of the provincial plan (on September 25), provincial Department of Construction will further implement urban planning to ensure connectivity and attract groundbreaking projects to drive the local urban development. This will create new momentum to attract major investors to Binh Duong, helping realize and achieve the goals set by the provincial plan more quickly.

Mai Hung Dung, Member of provincial Party Standing Committee and Permanent Vice Chairman of provincial People's Committee stated: To achieve the goal of becoming a centrally run city by 2030, Binh Duong has established breakthrough mechanisms, policies and directions, with focus on the following factors: restructuring urban space; making breakthroughs in traffic infrastructure; making administrative reform and investment environment; transitioning to an Industry 4.0 economy; developing high-quality human resources; protecting the environment towards sustainable development; building up international brands
