Intensive actions of tax revenue to exceed in the year

In 2024, the tax management and collection work of the provincial tax sector achieved important results, exceeding the assigned targets, contributing positively to the province's completion of the socio-economic development plan for 2021-2025.

Synchronously and resolutely implementing tasks

In 2024, Binh Duong province was assigned by the Ministry of Finance a domestic tax revenue estimate of VND 48,079 billion, and the provincial People's Council's target estimate was VND 48,079 billion. With the determination to successfully complete the assigned tasks, the provincial tax sector from the very beginning of 2024 has resolutely implemented 7 key tasks and 10 groups of solutions.

Mr. Nguyen Minh Hai, Deputy Director of the provincial Tax Department, said that in 2024, the unit applied information technology applications to support analysis and risk warning in planning and implementation of inspection and examination activities; developed and implemented inspection topics, preventing tax losses in the fields of e-commerce, affiliated transactions of manufacturing enterprises in industrial parks. The provincial Tax Department strengthens inspection and examination after tax refund; real estate business, agricultural products, imported fresh food, livestock products; gold and silver trading and processing; pharmaceutical, cosmetic, medical equipment business, medical examination and treatment.

The provincial Tax Department continues to identify inspection and examination against tax losses as a key task to improve compliance and ensure fairness in tax obligations. On the basis of focusing on analyzing the taxpayer database, thereby identifying areas with high tax risks so that the provincial Tax Department can continue to develop and implement topics to combat tax losses in areas such as real estate, petroleum, mineral exploitation, etc.; organize and implement topics to combat invoice fraud, transfer pricing, and related-party transactions. In addition, debt management and tax debt enforcement are among the important tasks that the provincial tax sector focuses on, not only meeting the tax revenue source for the State budget, but also rectifying compliance with tax policies and laws, creating an equal business environment for all economic sectors. In 2024, the provincial tax sector conducted 2,433 inspections and examinations at taxpayers' headquarters; examined 4,368 tax declarations. The total amount of money recommended for handling through inspection and examination is 624.68 billion VND, equal to 67% compared to 2023. Tax inspection work on related-party transactions has achieved many positive results, specifically, 55 enterprises with related-party transactions have been inspected and examined; the result is 105.87 billion VND in arrears, 2.28 billion VND in refunds, 36.37 billion VND in fines, 804.65 billion VND in losses, and 1.1 billion VND in deductions.

Efforts resumed to soon reach the finish line

In 2024, debt management and tax debt enforcement work will be strongly innovated in the direction of promoting digitalization, applying debt collection measures, transmitting and receiving notifications, canceling temporary exit suspension extensions electronically with the Immigration Department of the Ministry of Public Security; sending enforcement decisions and account freezes electronically to commercial banks. At the same time, the provincial Tax Department has stepped up debt collection and reviewed and analyzed debt classification, clearly identified the causes of debts to apply debt collection methods, and at the same time grasped and resolved difficulties for businesses and taxpayers to proceed with tax payment extension and gradual payment of each debt.

The provincial tax sector has regularly organized dialogues with businesses and taxpayers to promptly resolve tax difficulties and problems.

A notable result in 2024 is that the provincial Tax Department has resolutely implemented debt collection enforcement measures according to regulations for businesses that are able to pay taxes but have not proactively fulfilled their tax obligations. Specifically, in 2024, the unit issued 4,895 enforcement decisions with an amount of VND 2,746 billion. Total tax debt by the end of 2024 is VND 3,890 billion, accounting for less than 8% of the estimated tax revenue in 2024, ensuring the debt ratio assigned by the General Department of Taxation is below 8%.

2025 is forecasted to have many difficulties and challenges due to the impact of unpredictable developments in the world situation; tax support policies for people and businesses continue to be implemented from the beginning of the year, creating pressure on the provincial Tax Department in implementing the assigned revenue target in 2025.

Mr. Nguyen Minh Hai shared that in 2025, the provincial tax sector was assigned a revenue target of VND 57,000 billion, which is an extremely difficult task and requires great efforts to complete. Meanwhile, 2025 is the last year to implement the province's socio-economic development plan for the period 2021-2025. In order to complete the task, from the beginning of the year, the provincial Tax Department continued to be determined, proactive, and creative in directing and implementing the comprehensive implementation of tax tasks and set goals; focusing on propagating and supporting tax policies and tax payments; promptly disseminating new policies, especially policies to support businesses. The provincial Tax Department also continued to widely and comprehensively implement the Government's resolutions and programs with the goal of improving the business environment; enhancing the application of information technology, digital transformation towards digital finance.
