In the afternoon of April 5, Mr. Nguyen Loc Ha, Standing Member of Binh Duong provincial Party Committee, Deputy Chairman of the provincial People's Committee chaired a meeting to listen to Department of Culture, Sports and Tourism report the draft plan to increase investment and improve the quality of life, operational volume of the grassroots cultural and sports institutional system by 2025 with orientation to 2030.
According to local Department of Culture, Sports and Tourism, the plan aims to synchronously build and complete the system of cultural and sports institutions, and at the same time, improve the operational quality of cultural and sports institutions. The effectiveness and efficiency of the state management of culture, sports and tourism at all levels of the government are improved to ensure that the activities of the grassroots cultural institution system are focused and effective, contributing to better serving the people in the localities. The goal is to strive to 2025 that the institutional system of culture and sports in the province will be invested and built in a synchronous manner in terms of facilities to bring the stature of a province to a grade one urban area. By 2030, the system of cultural and sports institutions in the province would meet the standards and regulations of Ministry of Culture, Sports and Tourism.
At the meeting, representatives of departments, agencies and localities added some contents to the draft plan while pointing out some limitations in recent investments into building cultural and sports institutions in the province. Accordingly, cultural works have not commensurated with the province's economic development and urbanization. The centers of Culture, Sports and Community Learning have not been synchronously invested in terms of facilities, operating funds, and organizational structure. The mechanism and policy to socialize cultural and sports activities are still inadequate, so they have not been effective.
Concluding the meeting, Mr. Nguyen Loc Ha suggested that the Department of Culture, Sports and Tourism should receive appropriate comments to supplement and complete the draft plan. In which, it is necessary to study and propose the management apparatus of grassroots cultural and sports institutions to ensure operation after the construction investments. The investment plan should be reviewed for the construction of cultural works at the provincial level in the coming time, especially in the last 5 years, to propose solutions to implement the construction investment according to the plan. In addition, training and fostering staff and service forces at cultural and sports institutions should be paid attention to to arrange and reserve suitable land fund for building cultural and sports institutions in industrial parks, clusters, residential areas and urban areas. Localities have piloted the association and cooperation in organizing activities at cultural and sports institutions in order to mobilize resources for socialization and promote the effectiveness of activities of cultural and sports institutions.
