Continual comprehensive socio-economic development

Early November 13, Nguyen Hoang Thao, Deputy Secretary of Provincial Party Committee cum Chairman of Provincial People’s Committee chaired a regular session of November 2020 to evaluate socio-economic status, national defense-security in 2020 and tasks and measures for 2021. Proactive results

The outbreak of Covid-19 pandemic in 2020 comprehensively affected all aspects of socio-economic status of the world. In Binh Duong, despite the absence of Covid-19 in the community, various socio-economic activities had been stopped while production and business operations delayed in the face of declined consuming power and lowered livehood and employment stoppage among working people facing difficulties.

However, by the leadership and proactive direction of Binh Duong provincial Party Committee and People’s Committee and activities of local authorities and agencies, socio-economic status of the province in 2020 continues to be generally good in all aspects for gaining 17 out of 31 criteria of the planning. Particularly, total GRDP of the province was estimated to have increased by 6.78% which was planned to be 8.6-8.8%. GRDP per capita gained VND 150.1 million which was planned to be VND 154.2 million. The economic structure of industry-services-agriculture-rented products excluding subsidies was respectively 65.97, 22.69, 3.23, and 8,11 percent. Total budget collection gained VND 59,700 billion which was 96% of the estimation made by Provincial People’s Council, increasing by 1% from previous term. Total retail and service revenues reached VND 252,889 billion, increasing by 12.3%. Exportation revenue was estimated to be over USD 27.4 billion. Importation revenue was estimated to be nearly USD 21.5 billion, increasing by 7.6% with trade surplus of nearly USD 6 billion.

Implementing nationally pivotal program of new rural development, countryside infrastructure has been strongly invested into to change the rural appearance. Focus has been implemented on construction profiles to approve Phu Giao district, Bau Bang district, and Bac Tan Uyen district with fulfilled targets of new rural construction. ‘Smart Village’ is test constructed in Bach Dang commune of Tan Uyen town along with policies assisting the improved and model new rural construction.

Concentrated tasks and measures

However, beside the achievements, shortcoming and drawbacks remained. Industrial production index, total retail, and revenus of services, exportation, and importation have been maintained at low rates from 2019. Enterprises have been facing difficulties in procuring materials as their POs have been reduced by 20-30% from previous term. Binh Duong provincial authority has rationally promote measures to accelerate the progress and disbursement of public investments; however, the progress and disbursement have been low. By October, 15, 2020, VND 4,670 billion (31.3% of the adjusted plan for 2020 and 43.3% of the plan assigned by the Prime Minister) has been disbursed.

Addressing the session, Nguyen Hoang Thao appreciated the achievements of the province in 2020 and pointed out the lowly gained criteria from the planning that required remedies in 2021. Thao noted that departments and sectors should focus on integration of infrastructure development and land-use, housing development planning for Binh Duong province in 2021-2025, improved supervision of laws on housing and real markets, summing up smart city project with measures for 2021-2025, MAN development, smart city operation HQ, smart solutions and equipment for higher education, operational HQ of smart eduction, and GIS integration for the development of e-government.

Thao demanded for measures to improve accessibility to capital resources that the public and enterprises are in need, adjustment of structure and focused credit lines for production, agriculture, countryside, small and medium enterprises, and customers affected by the pandemic, construction of plans and action plans for development of traffic system in the province to meet the demands for development.
