These good results is a combination of many reasons, in which the implementation of administrative procedure reform (APR) has contributed to encouraging the socio-economic growth of the district.

To create maximum convenience for people
Party Committee and government of Dau Tieng town specified the administrative reform is an important local political task. In recent years, the town have attached much attention to the implementation of APR measures in a comprehensive manner, aimed to build a friendly government of the people, by the people, for the people. Besides, Dau Tieng town also enhanced the staff arrangement according to the guidance of Resolution 18-NQ / TW of the 12th Central Party Executive Committee "Some issues of reforming and arranging the organizational apparatus of political system to be streamlined and effective” combined with the application of information technology in operations of Party and State agencies, considering this as the foundation for building a modern, open and transparent administration.
Nguyen Thi Guong, Party Secretary of Dau Tieng town, said that the town regularly improved OSS units of receiving and returning dossiers, in which the Chairman of the Town People's Committee was the head. Members are relevant civil servants and are assigned specific tasks. Civil servants developed their action plans and programs, advised the Town People's Committee to issue state management documents focusing on contents, such as: Institutional reform; reform of administrative system; improving qualifications of civil servants, reforming public finance, and modernizing the administration.
Currently, the town's civil servants are qualified, working capacity, political qualities, professional ethics meet task requirements in the current situation. In addition, material facilities were upgraded to ensure the good conditions for OSS units. The town also strengthened propagation and education to change people's thinking about administrative work; at the same time, strengthened the inspection and supervision at OSS units, at the same time ensured the settlement of administrative procedures for citizens in accordance with legal order and regulations; to seriously list, publicize and propagate administrative procedures, create favorable conditions for organizations, individuals and officials to perform their tasks. Thereby, it has created the satisfaction and support of the people, contributing to improving the quality and performance of civil servants.
In recent years, not only in Dau Tieng town but also many localities of the district have made efforts to achieve high efficiency in administrative procedure work, building friendly government. The District Committee, People's Committee has directed, implemented strongly and drastically this work, thus creating a change in awareness and actions of civil servants and public employees. The District implemented the overall APR program in 2011-2020 period, consider the task of serving the people as the center of APR work, contributing to raising civil servants' awareness and sense of responsibility to serve the people.
To build up a modern administration
Over 10 implementation years of Resolution No. 30c/NQ-CP on 8 Nov 2011 of the Government on the State overall APR program for 2011-2020 period, under the leadership and direction of the District Committee and People's Committee, the determination of branches, and the support of people, APR work in the district has made many good changes. The development and promulgation of documents, especially legal documents, were carried out in accordance with regulations, timely ensured constitutionality, legality and high unity.
In order to create favorable conditions for organizations and individuals to learn about administrative procedures, the dissemination and transparency of administrative procedures was carried out by publicly listing administrative procedures at offices of the district and commune levels. In addition to publicly posting by paper at OSS units, 100% administrative procedures were made public on the provincial public service web portal, contributing to the effective search for information, saving costs and time of organizations and citizens for resolving administrative procedures. In addition, the district also publicized the address of units receiving reports, feedback of organizations and individuals on administrative regulations, and a hotline of leaders of the district People's Committee and agencies.
One key task in the overall implementation of APR in 2011-2020 period is the modernization of administrative system. In order to perform well professional tasks, the district People's Committee invested in material facilities and equipment for working, especially computer systems. Information technology infrastructure was well equipped, the capacity of storage system and intranet system were upgraded to guarantee information security in district departments and people's committees of communes, town, and build e-government. In particular, the district promptly implemented undocumented meeting room (e-Cabinet) and the application of instant delivery - smart reminder provided by VNPT. Currently, the e-Cabinet is applied into all meetings of district people's councils and people's committees.
Nguyen Phuong Linh, Chairman of Dau Tieng district People's Committee, said that APR work in the district was comprehensively carried out through contents and tasks, such as: Institutional reform, reform of administrative procedures, reform of administrative apparatus and system, construction and improvement of the quality of civil servants, reform of public finance, modernization of the state administration are carried out on all operational contents of the whole governmental system from district to commune level, with a focus on effective construction of "Friendly government of the people, by the people and for the people" and "Friendly office for the people to serve".
Administrative procedures are publicized and open to all people, contributing to reducing time in the AP settlement. The district determines to take the task of serving people as the focus of APR work. In the coming time, Dau Tieng district will continue the overall APR program under Resolution No. 30c/ NQ-CP of the Government; at the same time, develop an APR plan in Dau Tieng district for 2020-2030 period. The goal by 2030 is to perform well APR, raising satisfaction level of people and businesses about APR to over 95%; civil servants and public employees to have reasonable numbers, structures, sufficient qualifications and capacity to perform public duties and serve the people; 100% of state administrative agencies have structures of civil servants according to their positions; to enhance the application of information and communication technology into the operation of state administrative agencies at all levels so that by 2030, 95% of official documents and documents exchanged between State administrative agencies will be conducted in electronic form.
