Efforts to finish budget plan 2013

The local budget collection in 2013 is estimated at VND29,000bil, winning 102% of the Government’s entrusted cost estimate, 100% of the provincial People’s Council’s cost estimate.

Collection from domestic production and business (or called domestic collection) is estimated at around VND19,500bil, reaching 103% of the Government’s entrusted cost estimate and 98% of the provincial People’s Council’s cost estimate.

However, according to Pham Van Hao, vice director of the provincial Finance Department, budget collection from import and export will reach about VND9,500bil, winning 102% of the Government’s cost estimate and 106% of the provincial People’s Council’s cost estimate and increasing 24% from the past year. Meanwhile, import and export collection exceeds its cost estimate and increases significantly from the same period last year.

Hao affirmed that the total budget collection in 2013 is estimated to reach the provincial People’s Council’s cost estimate. “Owing to good settlement of difficulties for production and business, the provincial economic situation still develops stably. Policies of solving difficulties have upheld positive efficiency. However, owing to impacts of economic recession, domestic businesses still face difficulties, leading tax debts”, Hao added.

According to the local Finance Department, the total budget expenditure in 2013 is estimated at VND10,000bil, winning 114% of the Government’s entrusted cost estimate, reaching 100% of the provincial People’s Council’s cost estimate and increasing 2% from the past year. Meanwhile, expenditure for development investment is at VND4,455bil, VND4,000bil of which is for basic construction; expense for setting financial reserve fund is at VND100bil and many other expenses.

The provincial People’s Committee chairman Le Thanh Cung said that from now till the end of this year, sectors and localities should make efforts to finish budget plan of 2013. In reality, domestic collection can increase additional about VND200bil whilst import and export collection can rise from VND9,500bil to about VND9,800bil.

Therefore, 2013 budget collection plan can be ensured to reach targets ratified by the provincial People’s Council.

As for budget expenditure, the provincial People’s Committee chairman Le Thanh Cung asked to functional agencies to follow up cost estimate. The basic construction expenditure alone must reach 100% of its plan.

Expectedly, the total budget collection in 2014 will reach about VND31,500bil, a 9% increase from the past year; of which domestic collection will be at VND22,500bil and import and export collection at VND9,000bil. Meanwhile, the total budget expenditure in 2014 will be at VND11,500bil, a 15% increase from the previous year; VND4,916bil of which is for development investment and VND5,934bil for other expenses.
