Private corporations promoted by ODA

ODA is officially channeled from foreign organizations through the State assurance. Therefore, this capital source is only accessible by state-own enterprises. Recently, Politburo Commissioner of permanent standing of the Secretariat Truong Tan Sang has called for ODA to be accessible to private enterprises as well.

 

PhD. Mai Huu Tin, in his interview to Binh Duong Newspaper, concluded that the event has marked a boost for private enterprises.

 

- ODA is accessible to provate enterprises. In your opinion, is it a signal for development or simply clear awareness of private economic zones and disadvantages brought about by policies?

 

The State’s leaders have seen through underprivileged enterprises. The problems lied within possible time to solve the situation. I hope that beyond ODA for private enterprises, the State would have more measures for the sake of better business of private enterprises in Vietnam, open up chances for them to contribute to the nation.

 

Let alone ODA, commercial capital sponsored by the State or State’s bond. Private enterprises, then, can make loans without paying charges for vital projects of the nation, especially infraconstruction and education.

 

- What is your assessment of this situation and what changes will be made or challenges to activities of private enterprises?

 

They will be promted for sure with more opportunities for bigger projects and longer time to recover the capital. They will also adjust themselves to such a source. In real life, many private enterprises fail to report or partially report their finance as ruled by Law of Corporation. Those financial reports are brief and very formal, lack of information and low accuracy.

 

It is fair to say that ODA accessiblity for enterprises  is very low due to strict requirements from offerring countries. Without efforts, we can not use ODA effectively.

 

- So, what the State should do to help them?

 

At first, it is transparency that matters. Information about requirements, scale, term, rate, and selective methods should be clearly announced, reducing wasting and wrongdoing.
