Binh Duong Provincial Planning for the period 2021-2030, with a vision to 2050, has a very important part which is the plan to develop a network of industrial parks (IPs). This is the basis for Binh Duong to progress in establishing new industrial parks that adhere to ecological industrial park standards, in order to attract high-tech industries.
Increase attractiveness
With planning orientations, the province is dedicating 20,000 hectares for urban development and 25,000 hectares for industrial development. The province also researches plans to upgrade and convert existing industrial parks into ecological industrial parks, industrial - urban - service parks in accordance with the new orientation of Binh Duong urban area in 2021-2030 period, with a vision to 2050.
Accordingly, Binh Duong is continuing to mobilize all resources to invest in building a synchronous and modern infrastructure system associated with industrial, service, and urban development. This will contribute to creating a driving force to attract more high-quality investment projects. The establishment of Vietnam - Singapore Industrial Park 3, as well as the groundbreaking of Cay Truong Industrial Park on this occasion, demonstrates the determination to build a new industrial ecosystem - the high-tech industrial ecosystem in Binh Duong. Meanwhile, the existing industrial parks in the province are also striving to attract investments in a deep, intelligent, and sustainable manner.

According to the plan, by 2030 Binh Duong will have 42 industrial parks with a total area of about 18,600 - 21,000 hectares. Between 2031 and 2050, Binh Duong plans to invest in infrastructure and develop existing industrial parks. Additionally, the province aims to establish 5-6 new industrial parks. They will also conduct research and submit reports to the relevant authorities to request permission to convert all or part of 7 industrial parks (Binh An, Tan Dong Hiep A, Tan Dong Hiep B, Song Than 1, Song Than 2, Dong An, Viet Huong 1) in Di An and Thuan An cities to support the socio-economic growth of the province. By 2050, the whole province will have 41 - 42 industrial parks with a total area of about 25,000 hectares.
Mr. Nguyen Trung Tin, Head of the Provincial Industrial Park Management Board, said that the current land fund for industrial parks in Binh Duong has achieved a fairly high occupancy rate. In the coming period, investment attraction in the province's industrial parks will be more selective in the direction of specialization, ecology, and intelligence. Therefore, existing and new industrial parks need solutions to improve competitiveness and investment attraction.
Construction of industrial zones integrated with urbanization
Up to now, Binh Duong is one of the localities with the highest urbanization rate in the country. According to the plan, by 2025, Binh Duong's urbanization rate will reach 87%, and by 2030 it will be about 90%. Binh Duong has been developing a new type of ecosystem, a new development approach that complements the industrial, urban, and service model. That is the ecosystem of innovation and science involves technology, the construction of smart industrial parks, intelligent, ecological, sustainable urban areas, and a focus on sustainable development. This will elevate Binh Duong's industry to a higher segment, gradually creating a new economic development driver to replace labor-intensive and land-intensive practices. The goal is to actively participate in the process towards achieving zero net emissions by 2050, as committed by the Vietnamese Government.
Binh Duong also cooperated with the World Bank to develop the first EIP eco-industrial park in Vietnam, promoting industrial symbiosis, renewable energy production and improving resource efficiency and water circulation.
According to investors, Binh Duong has a strong planning vision, with continuously improving infrastructure always aimed at connecting with the Southern Key Economic Zone. Binh Duong also saves about 20,000 hectares of industrial land to form a new generation industrial belt along Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Ho Chi Minh Road (section through Binh Duong province)...
Mr. Mai Hung Dung, Standing Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, said that Binh Duong continues to identify industry as the foundation, the core of which is the construction of infrastructure of industrial parks associated with urbanization. The consistent viewpoint of the province is to build industrial parks to create momentum to promote socio-economic development to serve the people. In order for the industry to develop fundamentally in a fast and sustainable direction, Binh Duong is implementing the right roadmap to build a smart city with main development orientations such as attracting investment in high-tech industries, high added value, less labor-intensive, environmentally friendly; innovating modern, advanced technology, improving the quality of enterprises' products to increase competitiveness in the international market.
Binh Duong proposes to develop two industrial parks following the model of science and technology parks (including Lai Hung Industrial Park and Binh Duong Riverside Industrial Park) and one specialized mechanical industrial park (Bac Tan Uyen 1 Industrial Park). For newly established industrial parks, in addition to the multi-industry industrial park type, priority will be given to developing in the direction of supporting industrial parks, specialized industrial parks, ecological industrial parks and high-tech industrial parks. |
