Early December 8, Binh Duong provincial People’s Council of the 9th tenure started its 17th session to consider and evaluate the implementation of resolutions of Binh Duong provincial People’s Council regarding socio-economic development, local law enforcement in 2020, orientation and tasks for 2021, and reports for implementation of related resolutions. Concentration on discussing and analyzing the situation

Addressing the session, Vo Van Minh, permanent Deputy Secretary of Binh Duong provincial Party Committee cum Chairman of Binh Duong provincial People’s Council asserted that in 2021, it would be expected that various difficulties and challenges would be of great burden requiring the unity and efforts among synchronous measures to remedy drawbacks and fulfill the tasks in 2021, creating momentum for the next years of rapid and sustainable development.

This session will continue with the well-formed questioning and answering to create an exciting atmosphere of a straightforward, constructive, clear and substantial manner in order to share difficulties of branches and fields as well as solving existing problems concerned by deputies, voters and the society, bringing practical results and meeting the expectations of the people in the province.

Speaking at the opening session, Tran Van Nam, member of Central Committee of CPV, Secretary of Binh Duong provincial Party Committee cum Head of the provincial National Assembly delegation suggested at the meeting that the delegates should focus on careful discussion and analysis of the socio-economic situation, national defense and security of the province, thereby decide on specific targets and tasks in each field, contributing to the successful implementation of the Resolution of the Provincial Party Executive Committee, creating momentum for the development of the province in the coming years. For other important matters, it was recommended that participants should carefully analyze and clarify the need, legal basis, suitability with reality and specific identification of implementation resources to ensure that the decision would be highly feasible. Particularly, special attention should be paid to the regimes and policies of supporting the people and people with meritorious services while ensuring transparency to create fairness and to contribute to the implementation of social security - the key issues that the province must focus on for the tasks in 2021.

Well implementation of dual target

Presenting the results of socio-economic development and national defense-security of the province in 2020 and directions and tasks in 2021 at the meeting, Mai Hung Dung, Standing Member of Binh Duong provincial Party Committee, permanent Chairman of Binh Duong provincial People's Committee, said that in 2020, the complicated Covid-19 epidemic in the country and in the world has affected almost all sectors and fields. In the context of many difficulties and challenges, Binh Duong provincial People's Committee has drastically focused on implementing the documents and instructions of the central government on the implementation of the dual goal of preventing and combating epidemic and promoting socio-economic development to quickly establish a new normal state. Disease control is the top priority to protect the people's health, stabilize society, minimize damage to the economy, facilitate the maintenance and early recovery of production and business operations.

As a result, the province's socio-economic situation in 2020 has earned important achievements and basic completion of the general objectives and some set targets and tasks, contributing to the completion of the 5-year plan of 2016-2020, creating a premise for good implementation of the province's 5-year socio-economic development goals of 2021-2025. In 2020, the gross domestic product in the province (GRDP) increased by 6.91% (the plan is to increase by 8.6 - 8.8%). Per capita GRDP reached VND 151 million (the plan is VND 154.2 million). Economic structure of industry - service - agriculture - product tax minus product subsidies is 66.94% - 21.98% - 3.15% - 7.93% respectively (the plan is 66.6% - 23.1% - 2.5% - 7.8% respectively).

The year 2021 is the pivotal year for the 2020-2025 period as Binh Duong provincial People's Committee has determined the overall goal of focusing on achieving the goal of stable socio-economic development and effective disease prevention and control; on restoring growth and continual promotion of economic restructuring in the direction of increasing the proportion of service industry, stabilizing the proportion of industry; on improving the quality of growth. Breakthrough objectives, action plans and tasks to implement the 11th Resolution of Binh Duong provincial Party Congress. Business investment environment and the support for businesses to overcome difficulties are kept on; the construction and disbursement of public investment capital, the implementation key projects, the development of urbanity and services and and the construction of a smart city are promoted. Social security is ensured with constant improvements of people's lives and development of culture and the people with focus on developing human resources in association with science and technology, innovation, and digital transformation to become the foundation for economic growth. Administrative discipline, organizational structure, streamlining payrolls and reforms of administrative procedures are improved to prevent corruption, practice thrift, and fight wastefulness. National defense and social security, maintenance of social order and safety, the efficiency of foreign affairs and international integration are ensured.

Presenting the report on the operation results of the Standing Committee of Binh Duong provincial People's Council in 2020, Nguyen Thi Kim Oanh, Deputy Chairwoman of Binh Duong provincial People's Council, said that the performance in 2020 has been the efforts, solidarity and determination of the Standing Committee of Binh Duong provincial People's Council to implement the proposed programs. Activities to prepare and organize meetings of the Standing Committee of Binh Duong provincial People's Council, especially the coordination with relevant agencies and units to implement the processes and procedures for promulgation of regulatory documents are focused on. Monitoring activities against observation of the provisions of the law and voluntary activities are also of interest and implementation by the Standing People's Council. Besides, the Standing Committee of Binh Duong provincial People's Council organizes the provincial People's Council representatives to contribute documents of the 13th Congress of the Party and the draft political report of the 11th Congress of the Provincial Party Committee; promotion of the application of science and technology in the activities of People's Councils is focused.
