State-Science-Enterprise cooperation - the key to success

Early November 27, at Provincial Center for Convention and Exhibition, Provincial People’s Committee coordinated with Consulate General of Holland in Ho Chi Minh City to organize Binh Duong Smart City Conference 2017. Attending the conference was representatives of Ministry of Industry and Trade, Ministry of Information and Communication, Ministry of Construction, and neighboring provinces and cities. Nienke Trooster, Dutch Ambassador to Vietnam, Carel Ritcher, Dutch Consul General in Ho Chi Minh City and other members were delegation of Holland. In Binh Duong Province, Tran Van Nam, member of Central Committee of CPV cum Secretary of Provincial Party Committee and Head of Provincial NA Delegation, Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum Chairman of Provincial People’s Council, Tran Thanh Liem, the Deputy Secretary of Provincial Party Committee cum Chairman of Provincial People’s Committee, and Nguyen Huu Tu, the Deputy Secretary of Provincial Party Committee attended the event.

The Binh Duong Smart City Conference is part of the annual program of Binh Duong Smart City. This is the second time the conference is held. The conference is an opportunity for Binh Duong to share the vision, direction and process of starting the Binh Duong Smart City Project, contributing to the sustainable development of the province and to discuss the visions, strategies and action programs of smart cities around the world; to compare and propose practical ideas for the case of Binh Duong in the coming time.

Smart city construction in conditions of Binh Duong

At the conference, the attending delegates including those from research institutions of Fraunhofer Institute (Germany), Institute of ITRI (Taiwan) gave a speeches on the topic of smart cities directly related to Binh Duong. Particularly as the topic of Binh Duong Smart City in the context of Vietnam today; the Netherlands’ building of the smart city of Binh Duong; developing policies, digital infrastructure and ICT towards construction of green buildings.

As an industrial province, Binh Duong is always concerned about finding the best solution to minimize the negative impacts of the industrialization and development model of Eindhoven city of as the important solution for future development of the province. That is the reason why, in 2015, Becamex IDC has developed a cooperative relationship with Eindhoven City, specifically with Brainport to carry out the researches on Binh Duong Smart City Project. Along with that, the strategic plan of socio-economic breakthroughs in Binh Duong province, applying the model of State-Science-Enterprise towards the foundation before 2021 as a basis for construction planning of a Binh Duong province ready for services, high and smart technology production as the premise for the knowledge economy.

At the conference, Tran Thanh Liem, Chairman of the provincial People's Committee, presented his speech on "Strategic breakthroughs in socio-economic-smart urban construction in Binh Duong". He shared his vision with Eindhoven and from Vietnam's unique developmental realities. Binh Duong province did not approach smart cities in a widespread way in other localities and advanced technology to solve a number of issues such as traffic management and e-government. For Binh Duong, smart cities are defined as dynamic, innovative, connected, and eco-systematic with all components constantly being improved, constantly innovated and optimized; smart city is also a superior solution to improve quality of life, bringing happiness to people. Especially, Binh Duong Smart City project aims to gather as much resources as possible both inside and outside of the country, aiming at the new values ​​of the regional and global economy in the 21st century, in which human factor is central.

General objectives and directions of the project have been compiled by leaders and experts from Eindhoven, Brainport, Binh Duong and Becamex IDC and presented in the journal of "Binh Duong Navigator - Binh Duong to 2021 with a vision of 2030" (approved by the provincial People's Committee in Decision No. 3206/QD-UBND dated November 21, 2016), consisting of 46 specific actions under 14 programs, divided into 4 basic elements: people, technology, business and foundation factors. This is an important content that identifies development directions, assignments and commitments under each specific action plan to convert up Binh Duong - as an important part of the Southern Key Economic Zone - into a smart city. Binh Duong Smart City project will inherit the development orientation that has been selected, creating new and favorable conditions for raising the province's breakthrough programs. At the same time, more resources both domestically and internationally shall be mobilized through the application of best practices from advanced countries around the world in the general direction.

Chairman of the Provincial People's Committee Tran Thanh Liem also said that in the coming time Binh Duong would plann an area called Binh Duong Smart Zone, with the nucleus of Binh Duong New City equipped with modern and international standard infrastructure, playing the role of connecting the whole province. The size of the smart area is for about 1 million people living and working in a collection of urban, educational and industrial key areas of the province. With the active support of the City of Eindhoven, the Binh Duong Smart Zone is being developed according to international standards, following the criteria of the World Intelligent Community Forum (ICF) aiming to the target that before 2021 Binh Duong would officially become a member of ICF. Thereon, Binh Duong would expand its cooperation with the network of more than 160 intelligent and prosperous provinces and cities in the world.

With friendly spirit, openness, and willingness to welcome partners of the same aspirational path towards smart city with State-Science-Enterprise model, Binh Duong province has been attracting investors and international intellectual workers by creating a dynamic environment that motivates universities, businesses and the international community to jointly create ideas, solutions, and business intelligence model, bringing harmonious benefits to all partners.

Cooperation boosted

Speaking at the conference, Nienke Trooster, the Dutch Ambassador to Vietnam, raised the urgent issue for Vietnam as to how to build a truly sustainable environment in the broadest sense. Its purpose is to serve human, planetary, and environmental benefits - where all residents are part of the community and where natural resources are used in a responsible way. Adding to the burden of our planet and where businesses can grow, make a profit.

"I think everyone recognizes that adopting modern technology is the key to building a sustainable environment. We often hear from smart cities and all that people associate them with the application of modern technologies. However, what we need here is not just the latest IT gadgets. And, I believe that our partnership is making a difference and can become a model for other cities. I mean the smart city is not a new city built with all the most modern information technology applications. Smart city is an urban environment where processes are intelligently connected with stakeholder engagement and a multi-disciplinary approach is used. Of course, you need to use software applications, infrastructure and the right network. But to decide what is appropriate, you need to exchange information and consider issues from different perspectives to create the most appropriate overall solution. This approach has been successful in Eindhoven and is being applied more widely in the Netherlands and I am confident to say that this approach will be successful in Binh Duong. As far as I know, this approach is getting more and more of attention in Vietnam," said Nienke Trooster.

Talking to Nienke Trooster ahead of the meeting, Tran Van Nam, the member of the Central Committee of CPV and Secretary of the provincial Party Committee, affirmed that the cooperation of Binh Duong and Eindhoven has been in depth. Binh Duong and Eindhoven has been cooperating not only in economic development but also in social matters in a harmonious way.

The implementation of Binh Duong Smart City project on the basis of the State-Science-Enterprise model is a process of unprecedented aspiration with many challenges. But surely, the implementation of the project will also open up new potential of a breakthrough, in line with the trend of the times, towards the goal of bringing Binh Duong province to form an economy with highly added value in production, services, in connected, creative, and dynamic environment. Implementation of the project will bring practical benefits to the people and businesses in the province, striving to follow the direction of Prime Minister Nguyen Xuan Phuc at the 20th anniversary of development Binh Duong: "Binh Duong will be the first smart home with a good combination of the state, science and enterprises."
