Straight-forward Q&A of the 7th tenure People’s Council’s 18th session

During the Q&A session last afternoon of December 5, delegations have made straight dialogue with 2 among 3 departments and sectors involving questions extended to their responsibilities.

 Environment: To enforce law upon pollutors

 After appreciate great efforts of environmental sector in responding to voters, delegate Nguyen Van Khai questioned Department of Natural Resources and Environment Director Pham Danh straightly about the decision for over 20 enterprises violating environment protection law. Addressing the question, Mr. Pham Danh said that the department has blacklisted 102 enterprises, of which 21 enterprises failed to observe remedy procedures. Law will be enforced to make those enterprises follow the steps. He confirmed that by 2011 the list would be finalized and charge which ever enterprises violating the rules.

  Delegate Nguyen Hoang Vinh made question of environmental issue involving reaction 33 households in Ben Cat District against and forcing one company polluting environment to stop operation. He asked for soonest measures of the department. Responding to this question, Mr. Pham Danh said that he had directed Ben Cat District’s Office of Natural Resources and Environment to consider postponement of the mentioned enterprise.

 As for Thanh Dat business establishment, which has caused pollution affecting plants and live stock in Chanh Phu Hoa Commune, Mr. Pham Danh answered that the establishment has followed environmental standard upon inspection. However, Delegate Vinh revealed behind-the-back release of waste water by this enterprise. Thus, he demanded for futher prosecution. Meantime, the department will continue investigating Mai Trung enterprise for pollution scene has been cleaned up.

 Answering question raised by Delegate Nguyen Ngoc Son about remedy of environment pollution in Ba Bo Dyke, Mr. Pham Danh informed that refusal of Army Corps. No. 4 to build waste water treatment system in their site has not affected remedy because another plan for reservoirs and waste water treatment system is projected in Ho Chi Minh City’s region.

 As for the question of when pollution be resolved in Ba Bo Dyke the role of Department of Natural Resources and Environment, Mr. Pham Danh explained that Binh Duong has planned to finalize pollution remedy system until 2013 but the remedy requires both sides of Binh Duong province and Ho Chi Minh city. The Provincial People’s Committee has assigned specific tasks to involved agencies and warned to punish whichever agency fails to follow.

Delegation Vu Minh Sang proposed that the department should modernize ways to discover unauthorized waste release to environment. Responding to this, Mr. Pham Danh said that two task forces would be in place and announced hotline hand phone number of 0913.880022 to voters for in time notice.

 Industry and trade: prices of electricity and commodities heat up

To stabilize market prices, Industry and Trade Department Director Nguyen Thi Dien informed before-hand measures of installing shops in rural area to satisfy the needs of local people along with enterprises consultancy to stock up goods before and after Tet holiday. In 2010, enterprises are supported by policies of 0%-interest-rate loans. However, Delegate Tu Van Lam considered sale methods of Industry and Trade as inefficient because they only satisfy short-term needs.

As for eliminating of general electrometers, Mrs. Dien informed 33 approved projects at the cost of VND 118 billion to supply electricity to 5,854 households. Delegate Nguyen Van Khai added that Binh Duong EVN has made great efforts but suggested for better schedule of electricity use reduction.
