The recent direct dialogue of Binh Duong Customs and enterprises from Europe and America was in constructive and straightforward manner. Representatives of enterprises are raising up questions at the direct talk with Binh Duong Customs About 70 representatives of 250 enterprises from the Europe and America operating in Binh Duong Province attended the dialogueLong waited, a foreign entrepreneur raised a question through his secretary: “We are of multi-national corporation with 100% FDI. The production materials are imported from USA, China for later processing procedures in Vietnam before exporting finished products to USA. Should the processed products be consumed in Vietnamese market and by which procedures?”Representatives of Inspection and Management Office of Binh Duong Customs have responded to the question by guiding to seek for later help by the customs due to the lack of legal regulation on such practice.Another representative of plant protection chemical enterprise raised the question: “We are of importing enterprise of plant protection chemicals. During our operation, our customer requested us to import plastic materials for domestic customers to produce car cables. Thus, are we allowed to import such commodities and shall be purchase be returned with VAT?”Replying to the question, representative of Customs informed that the importing right has been expressed on license. And, in the situation of the enterprise, importation serviced general production needs and the enterprise was not allowed to make distribution. If the enterprise should wish to make distribution, it should involve trading and thus, no VAT returns should be applied.The delegates at the meeting dug deeper to the wording of legal regulations on authorization and trust to distinguish the rights while informing Circulars No. 03 and No. 04 on authorization and trust of importation in a bid to avoid capital and price transition.The plenum also replied to the questions of equipment in need of prolonged time of repair in foreign countries due to requirements of warranties or lacking of services in Vietnam.Although laws banned importation of used technologies and equipment, special regulations have been always available upon registration with competent authorities.On the pathway of supporting enterprises, Binh Duong Customs has been modernized by the electronic Customs system and equipment to save time and costs for enterprises.Representatives of Binh Duong Customs, at the meeting, also extended guides on implementing electronic procedures.Reported by Duy Chi – Translated by Vi Bao
