Strengthening control over animal husbandry

Provincial Animal Health Department has just reviewed a project on “Strengthening State management over animal health-animal husbandry” in the period of 2011 and 2015. After five-year implementation, the project has showed the local determination in closely controlling over animal husbandry towards sustainable development.

Efforts by animal husbandry sector

The project was set up in Dec.2011 with the goal of improving State management in animal husbandry at the local people’s demand for production and daily life with total expenditure of approximately VND5.8bln.

The biggest success of the project was to strengthen the local epidemic monitoring network. Hence, few diseases in poultry and cattle were reported in the province during the period. The province’s State management capacity in animal husbandry was also improved. Furthermore, the local animal husbandry sector built up an epidemic database system and is perfecting a management software on animal husbandry and epidemic data.

Binh Duong is a locality with large supply of poultry and cattle for provinces and cities in the southern region. The province now has thousands of breeding farms together with a large amount of small-size breeding households. The province is also an entrepot for poultry and their products from Tay Ninh, Dong Nai and HCM city. Therefore, staff of the province’s animal health sector over the past time had to face a huge volume of work and they tried their best to fulfill the set targets.

Tran Phu Cuong, Head of provincial Animal Health Department said that the qualification of the sector’s staff has been improved. Although having limited State budget, the province has still prioritizing investment in the sector’s technical material facilities like specialized trucks, chemicals…

Guaranteeing sustainable development

Apart from achievements done over the past five years, the local animal health sector still faced several shortcomings for change.

To redress the sector’s existing shortcomings, according to Mr.Cuong, the local veterinary stations need to quickly map out the 2016 estimations. The biggest task of the sector between 2016 and 2020 is to build avian flu and newcastle-free zones and facilities at the World Organization for Animal Health (OIE)’s requirements on epidemic safety; thereby guaranteeing sustainable development, enhancing the value of products and supplying safe products for foreign and domestic markets.

The local animal health sector will also make efforts to well control over diseases and slaughtering in order to step by step perfect disease-free zones for animal husbandry. Building new-style rural communes and disease-free zones will be associated in the forthcoming time.

Such these apart, the local agricultural sector will instruct its affiliates to minimize harmful effects to the environment from animal husbandry, form up areas supplying safe products to ensure customers’ health. The sector will also advice the province on reducing verbose administrative procedures, unreasonable spending in animal husbandry, helping businesses save time and money to have enough competitiveness with their rivals in other countries when the country’s animal husbandry sector has opened its door for the global economic integration.

Nguyen Tan Binh, Director of provincial Department of Agriculture and Rural Development said that the local animal husbandry sector has been oriented for concentrated evolution. In the forthcoming time, it needs to make more efforts to help the local animal husbandry sector in joining hands with the whole country to protect the domestic market. The decisive step to keep the domestic market is to enhance the role of State management for animal husbandry sector.
