Taking people as subject in digital transformation

In fact, the province’s digital transformation over the past time took basic and solid steps in accordance with the spirit of the resolution issued by provincial Party Committee. However, for the digital transformation to be successful, it is necessary to focus on people, considering this as  the subject in the digital transformation process.

People need to know, need to understand

Over the past time, implementing the general direction of provincial Party Committee, the plan of provincial People's Committee, all-levels authorities, sectors and localities have set up a plan to strengthen propaganda about digital transformation in various fields, especially the settlement of administrative procedures in the network environment, online payment, etc. However, in general, people only understand a little about digital transformation and are passive in approach and action solutions. This is a problem for all-level authorities to have more synchronous solutions in propagandizing, orienting and instructing people on measures to implement digital transformation.

To contribute to speeding up the local process of digital transformation, the province also needs to set up mechanisms and policies to support cadres who are in charge of this task

Nguyen Toan Khanh living in Thuan An city’s An Thanh ward shared: “I have just gone to provincial Public Service Portal to apply for a permit to build a separate house, but I did not do it all the time. I submitted the application, but it was returned, due to an error in the system. I could not contact the hotline number, so I recommended that the province needs to set up telephone numbers for people on provincial Public Service Portal to be advised on the specific process steps and documents needed. For example, what form do I need to make a construction permit, what steps should I take? ... This is the most effective way to advise and guide people directly."

Tran Hung Anh, the owner of an enterprise in Ben Cat town said that he has made administrative procedures for many times. The State is encouraging people and enterprises to pay online, but in reality, the "one-stop" department at all levels has not yet synchronized, so he mainly paid fees in cash when making administrative procedures. He suggested that in order to encourage people to pay online, provincial People's Committee needs to drastically direct the banking system and relevant agencies to work in sync and have solutions to encourage people to pay online such as giving zero dong transfer fees or reducing fees if online payment being implemented many times …

Focusing on building staff contingent

One of the province’s most important solutions today is to build a contigent of professional cadres and civil servants to meet requirements of the 4.0 period. In general, the whole province has built a contingent of professional civil servants at all levels. Specifically, in 2022, provincial People's Committee has set up a training plan for thousands of officials and civil servants. However, in reality, there are still shortcomings such as: The professional level of information technology in officials, civil servants at all levels has not been synchronized, making limits in the construction of digital government, digital economy and digital society. Moreover, human resources at all-level authorities are not guaranteed, especially in densely populated localities, namely Thuan An city, Thu Dau Mot city, Di An city, Ben Cat city and Tan Uyen town.

Lai Xuan Thanh, Chairman of provincial Union of Science and Technology Associations said: “In digital transformation, we have only surveyed the opinions of people and enterprises, but have not surveyed the satisfaction of officials and civil servants yet when doing this task…We need to consider and propose the Government to build a specific mechanism for the locality with strong industrial development like Binh Duong. Specifically, the Government needs to increase staff for the province. Simultaneously, the province needs to set up policies to support a contingent of civil servants doing jobs that are under a lot of pressure in densely populated areas. This is because in fact, a commune-level unit with 100,000 people generates a lot of problems with great pressure in handling administrative work and social welfare work…”, Mr. Thanh shared.

In the recent survey of provincial National Assembly deputy delegation, many important things have been drawn to propose the province to successfully strengthen solutions on digital transformation. Specifically, the province should further review and replicate models of appropriate apparatus arrangement for urban and rural authorities. The province also needs to have a pilot policy related to administrative reform and digital transformation that really bring benefits to people and enterprises while reporting and petitioning central-level competent agencies to promulgate the legal basis for the models being implemented, including proposing specific mechanisms for localities with industrial development, setting up policies for subjects serving administrative reform, officials and civil servants advising on administrative reform and digital transformation.

Through the survey, provincial National Assembly deputy delegation suggested that the province should survey and evaluate the percentage of people, households and enterprises that have mobile phones, official subscribers, online public service accounts, digital certificates, bank accounts, etc. This is the basis for the successful implementation of online public services and digital transformation.
