The 4th session of the 10th tenure People’s Council approves major resolutions to breakthrough to sustainable development

April 25, the 10th tenure People’s Council of Binh Duong province held its 4th session (the special session) to approve 9 major resolutions that create breakthroughs for Binh Duong to sustainably develop. Attending the session was Mr. Vo Van Minh, Deputy Secretary of Binh Duong provincial Party Committee and Chairman of provincial People’s Council, Mr. Pham Van Chanh, member of Standing Affairs, Chairman of provincial People’s Council, Mr. Nguyen Van Loc, member of Standing Affairs, Head of Mass Mobilization of provincial Party Committee, Chairman of provincial Vietnamese Fatherland Front Committee, delegates of the 10th People’s Council and leaders of departments, agencies, districts, towns, and cities.

Tan Uyen town to be a city

At the 4th session, the 10th provincial People's Council presented many important presentations and reports in order to pass the 9 resolutions creating a driving force for the province's socio-economic development in the period including decision to adjust the public investment plan in 2022 and the medium-term public investment plan for the 2021-2025 period, adjusting investment policy on project of upgrading and expanding DX144 road subdivision at Tuong Binh Hiep ward in Thu Dau Mot city, agreements on extending the implementation time and disbursement of the plan for public investment with local budget capital from 2021 to 2022, agreements on investment and commitment to ensure a balance of local budget capital participating in the implementation process, the investment and construction project of Vanh Dai 3 in Ho Chi Minh city (the section through Binh Duong province). To stipulate expenditures and expenditure levels for examinations and contests in the field of education and training, expenditure on training and retraining teachers and administrators of educational institutions to implement new programs and new textbooks of general education in Binh Duong province, the regulations on the prices of SARS-CoV-2 testing services not covered by the health insurance fund in Binh Duong province.

An important content approved by the meeting is to approve the establishment of Tan Uyen city in Binh Duong province. Ms. Nguyen Thi Thanh Mai, Head of the Legal Division of the provincial People's Council, said that the establishment of Tan Uyen city was in accordance with relevant plannings decided by competent authorities, specifically in accordance with Decision 893/QD-TTg dated June 11, 2014 of the Prime Minister approving the adjustment of the master plan on socio-economic development of Binh Duong province up to 2020 and supplementing the master plan to 2025; Decision No. 1886/QD-UBND dated July 13, 2012 of the provincial People's Committee approving the project of construction master plan of Nam Tan Uyen urban area to 2030 with vision to 2050; Decision No. 269/QD-UBND dated February 9, 2017 of the provincial People's Committee approving the Socio-Economic Development Master Plan of Tan Uyen town up to 2025 and the Ministry of Home Affairs' policy of establishing Tan Uyen City.

In terms of practical basis, in 2018, Tan Uyen town was recognized as a grade 3 city. So far, Tan Uyen town has strived to achieve many achievements in such fields as shifting economy towards industry, the increasing modernized and synchronous infrastructure, the maintained national defense security, and the increasingly improved people's material and spiritual lives.

The establishment of Tan Uyen city on the basis of maintaining the current urban status of the town without increasing the administrative units, organizational apparatus and payroll has a political significance in line with the aspirations of the people, and will contribute to raising the status and create opportunities for Tan Uyen town to develop its potential and achieve many achievements in various fields. At the same time, based on the provisions of Clause 2, Article 1 of Resolution 1210/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee, the establishment of Tan Uyen city is a necessary condition for Tan Uyen to become a grade 2 urban area before 2025 as the Resolution at the 12th Congress of Delegates of Tan Uyen town of 2020-2025 approved.

Investments into ring roads for regional connection

At the 4th session, a topic of interest to many delegates and voters in the province was that the meeting passed a resolution to unify the investment and commit to ensure the balance of local budget capital to participate in implementation of present investment project to build Vanh Dai 3 of Ho Chi Minh city (the section through Binh Duong province).

According to Report No. 1663/TTr-UBND dated April 13, 2022 of the provincial People's Committee, the investment project to build Vanh Dai 3 in Ho Chi Minh city belongs to a national important project decided by the National Assembly on investment policy. The total investment length is about 76.34km, passing through the provinces and cities of Ho Chi Minh, Dong Nai, Long An, and Binh Duong. In which, the section through Binh Duong province is about 10.76km long, passing through Di An city, Thu Dau Mot city and Thuan An city. Regarding investment capital, the central budget is VND 38,740 billion (Ho Chi Minh City: VND 24,010 billion; Dong Nai province VND 1,934 billion; Binh Duong province VND 9,640 billion; Long An province VND 3,156 billion); local budget of VND 36,637 billion (Ho Chi Minh City: VND 24,010 billion; Dong Nai province VND 1,934 billion; Binh Duong province VND 9,640 billion; Long An province VND 1,052 billion).

Based on the guidance in Document No. 63/TB-VPCP dated March 2, 2022 of the Government Office and Report No. 1575/BC-HDDDN dated March 11, 2022 of the State Appraisal Council, the People's Council of the province on unifying investment policy on the construction project of Vanh Dai 3 in Ho Chi Minh city and committed to allocate 50% of the provincial budget capital of the total investment of component projects in Binh Duong province (about VND 9,640 billion, of which in 2021-2025: VND 7,808 billion; and 2026-2030 VND 1,832 billion). In case of adjusting the total investment, Binh Duong province commits to allocate capital from the provincial budget for additional capital in accordance with regulations. At the meeting, the delegates agreed to commit to allocate 50% of the provincial budget capital of the total investment of component projects in Binh Duong province, ensuring compliance with the pre-feasibility study report passed by the Parliament. In case of adjusting the total investment, Binh Duong province commits to allocate capital from the provincial budget for additional capital in accordance with regulations. At the same time, the Economic and Budget Committee proposed the provincial People's Committee to direct a number of contents such as the request for the People's Committees of Thuan An city, Di An city, and Thu Dau Mot city to urgently focus on propaganda and survey, the plan for compensation, the support resettlement and hand over the site to the investor in the direction of performing one-time compensation for the entire project, the ensured compliance with the provisions of laws; the attention to ensure life for people after resettlement, ensuring that the new place of residence must be equal to or better than the old one; the solutions and plans to attract project investments and the land fund along the route in combination with urban embellishment to recover and return the provincial budget capital.

Speaking at the closing session, Mr. Pham Van Chanh, Standing Member, Chairman of the provincial People's Council, said that on the basis of the content carefully prepared by the provincial People's Committee, the quality and verification opinions of the provincial People's Councils, the representatives of the provincial People's Council unanimously approved the 9 resolutions. The recently adopted resolutions all play an important role in creating a legal basis for implementation, especially public investment projects that are guaranteed according to regulations to create a driving force to promote socio-economic development of the province in the coming time and the years to come.

The Chairman of the provincial People's Council suggested that the provincial People's Committee should direct branches and levels to urgently implement the approved resolutions of the provincial People's Council. The sectors and levels must continue to innovate, and proactively adapt, act more decisively and effectively according to the government's 2022 operating theme of "solidarity, discipline, proactive adaptation, safety and efficiency, recovery and development". Thereby, it is determined to successfully implement the Resolution on the socio-economic development plan in 2022 of the provincial People's Council.
