Public administration reform (PAR) continue to be done in serious and profound ways; ownership of the people is promoted widely and staffs of officials are improved and more qualified to complete the good work. Those are the results achieved in Dau Tieng by thorough implementation of the March 13th 2009 Plan No. 106/KH-BDVTW of Public relation Central Commission Mass on organizational activities of "the administration's campaign year" in 2010.

Head of Public relation in Dau Tieng district Bui Van Hai said that the outstanding results of the past "the administration's campaign year" was thanks to one-door mechanism of administration reform conducted by communes and towns in Dau Tieng, interchangeable with communes and towns to rightly handle the work, creating trust in people when they contact for work. The district also has urgently brought into construction and application of ISO 9001:2000 a quality management system in sectors of judiciary, inspection, urban management, finance-accounting, natural resources, and environment.

 

The bodies with frequent relationships to people, especially in the communes and towns, implement serious and public administrative procedures. By conducting "the administration's campaign year," all work is oriented to establishments and agencies that perform public receiving and settlements of complaints and denunciations in line with the laws.

 

During the year, Dau Tieng District continues implementations of the reform of administrative procedures, the one-door mechanism in 12/12 communes and towns and timely disclosures of administrative procedures, charges, fees and handling time to organizations and people for their best contact and monitoring the performance of officials and public servants in duties.The district level assigns one official directly in reception room to guide people in line with the regulations.

 

People's Committees of communes and towns build up mechanisms for regular operations and correction of working style, clearly define the functionality, powers, and duties of management field and relationships to people in handling work.

 

Other highlights in the "the administration’s campaign year" in Dau Tieng are the effective deployment to promote democracy and the implementation of grassroots democracy. Leaders of communes and towns in the district have worked well to mobilizing people into implementation of grassroots democracy, and administration reform by motto of "public people know, discuss, do, and monitor" gradually creating trust to attract more people in management supervision of the State. The people have rights to discuss and decide important practical tasks associated with their interests.

 

Contents of grassroots democracy implementation and the entities operations will be included in periodical resolution that is frequently checked and refined by the Steering Committee.

 

It is exciting that in "the administration's campaign year" Dau Tieng has organized and called for union members and people to give feedback on policy development and the national unity, to join the cultural movement in residential areas, to prevent crime and ensure traffic safety, to mutually assist people in economic activities to reduce poverty, to improve the quality of business production and socio-economic development, to conduct social movements including revolutionary actions, gratitude new countryside build up as well as urban embellishment.

 

The campaign year in Dau Tieng has gradually enhanced awareness and responsibility of the district’s officials. Accordingly, the officials will be closer to the public, helping to limit red tape and promote administration reforms.
