The project of vocational training and job creation for the youth in the 2012-2015 period to enhance careers guidance, job introduction

Vocational training and job creation for the youth were specified as one key task of provincial Youth Union. Implementing Project 103 named “Supporting young ones in vocational training and creating jobs” in the 2012- 2015, during 4 years, provincial Youth Union and Project 103’s Executive Board realized many meaningful programs helping thousands of young ones…

 Many good results

Project 103 of “Supporting young ones in vocational training and creating jobs” included 3 contents: Raising the youth and the society’s awareness of vocational education and career; consulting, assisting young persons in starting business; and monitoring, assessing the implementation of State policies on vocational training and job creation for the youth. In 4 years, provincial Youth Union coordinated closely with agencies, sectors, like: provincial Employment Service Center, HCMC Career Guidance Center, Department of Education and Training, Union branches at provincial localities, universities, colleges, to organize practical activities for young persons.

Young persons visiting and learning about actual production processes in enterprises was one interesting vocational activity

Especially, provincial Youth Union signed with Department of Labour - Invalids and Social Affairs to carry out vocational training, job introducing programs for the youth. In 2011, the two units signed a joint program in the 2011-2015 including 5 main task groups: vocational training, career orientation, social evil prevention; the youth development program; taking care of policy beneficiaries for the youth.

Besides, provincial Youth Union directed provincial Employment Service Center to organize classes providing job-hunting skills, starting a business, vocational guidance for pupils, students… Namely, provincial Employment Service Center conducted over 7,000 vocational counseling for labors, job counseling for more than 6,700 persons, introduced jobs to more than 6,800 labors. Project 103 Steering Committee issued 103 documents, 7,000 career manuals, 1,000 vocational manuals, organized 90 talk shows. Especially, the model of job café at provincial Employment Service Center has attracted over 1,200 young participants. Besides, the center opened a festive day of young workforce with many activities, including recruitment interviews, visiting businesses, career workshops, meetings with provincial leaders ... In addition, provincial Youth Union developed projects of vocational training and job introduction for the youth, for example, Young worker and labor supporting center at My Phuoc 3 industrial park in Ben Cat town with total investment of over VND57 billion...

Focus on supporting the youth in rural areas

Nevertheless, the project still had some drawbacks, for example, career consultancy did not attracted workers from other provinces; some units did not responded enthusiastically to the project; lack of supports from social forces; slow disbursement of fund…

Nguyen Thi Thanh Mai, Deputy Secretary of provincial Youth Union, said: “Vocational guidance were conducted well in some localities, but there were still some units that did not take part actively in the project implementation. Regarding career guidance, we appreciated provincial Employment Service Center. However, the center and Youth branches have not paid much attention to young persons in rural areas”.

According to Ms. Mai, the project opened vocational training courses but did not created favorable conditions for young ones in rural areas to have stable jobs. “In the coming time, Youth branches at districts, towns, and city need to do well vocational training and job introducing for the youth; mobilize contributions from all levels and social forces to take good care of young ones in rural areas…”, said Ms. Mai.
