There will be more support packages for workers

Binh Duong Provincial Social Insurance is implementing specific procedures, names groups of support and sends to districts, towns and cities so that the money can be delivered to workers as soon as possible. In addition, Provincial Department of Labor, War Invalids and Social Affairs counseled Provincial People's Committee to continue supporting freelance workers, F0 patients at lodging houses; review and quickly carry out the relief package for groups under the Government's Resolution 68.

To prioritise lodging houses

In recent days, the daily number of Covid-19 infections in Binh Duong province has been decreasing day by day. Localities in the province have reopened, many business sectors are allowed to re-operate. However, in order to control and control the pandemic, many groups of freelance workers have not been able to return to work and are facing difficulties. Nguyen Ngoc Hang, Deputy Director of Provincial Department of Labor, War Invalids and Social Affairs, said that while workers continue to be supported with a package of 30,000 billion VND from the Unemployment Insurance Fund, received at least 1.8 million VND/person, the above group of people are still facing many difficulties because they do not make unemployment insurance contributions, thus they need to be taken care of. Therefore, the department counseled Provincial People's Committee to support these groups in the coming days. The level of support will be around 1 million VND/person.

If this is approved, the money will quickly reach this group, because the documents have been checked based on the freelance-worker's support package according to Resolution No. 68 of the Government or Resolution No. 04 of the Provincial People's Council on accommodation rent support, Decision No. 12 of the Provincial People's Committee on food support. However, this time, this support is only prioritized for residents at lodging houses.

The Provincial Labor Confederation cooperates with all levels of government in the province to continue to support and care for workers' lives.

Department of Labor, War Invalids and Social Affairs continued to submit another relief package to the Provincial People's Committee for approval, which is to support F0 cases who are being treated at home or in centralized treatment facilities in the near future. The support level is about 1 million VND/person, priority is given to lodging residents who unfortunately have Covid-19 infection and is applied from the date of decision. The department is directing districts, towns and cities to speed up the progress to support people of the 12 groups specified in Resolution No. 68 of the Government. Although this package will be  applied until the end of December 31, it is necessary to complete the procedure earlier, so that the support money will reach people. For the group of workers who lost their jobs or temporarily stopped working due to the disease, so far, the settlement has been basically completed, the money has reached these workers", said Hang.

With a relief package of VND 30,000 billion from Unemployment Insurance Fund, Provincial Social Insurance is speeding up the progress, issued written instructions on how to register and sent to all districts, towns and cities. Le Minh Ly, Director of Provincial Social Insurance, said: “Binh Duong Social Insurance will accelerate the progress and complete the plan in about 1.5 months in accordance with the direction of Vietnam Social Insurance. In the past few days, we have received many applications, but only about 50% of valid applications were approved. Many senders do not properly understand target groups of the supported. Accepted cases, such as suspension of unemployment insurance premiums within the stipulated time, maternity leave, etc. need to be assessed accurately and fairly.”

To take care of workers

While  workers are waiting to return to work under "three-green" and "three-on-site" plans, workers' lives continue to be taken care by Provincial People's Committee and government  agencies. Luu The Thuan, Head of Propaganda Education Board under Provincial Labor Confederation, said that trade union officials at all levels in the province are making efforts every day to care for workers until the day they return to work. This unit is cautiously checking lodging houses and households that have workers facing real difficulties to provide necessities. “Although currently support sources of  trade unions are not as much as before, there are businesses, reliable addresses and they are ready to coordinate with Provincial Labor Confederation to help  really difficult cases. Support packages according to trade union policies, such as F0, F1 support, meal support for "three-on-site" businesses, are still being implemented.

Nguyen Ngoc Hang informed more that Department of Labour, Invalids and Social Affairs also received feedback from a few lodging houses that they had not yet received support money, the department directed local administrations to promptly check and handle these cases. An example is a package of VND 800,000 from Resolution 04 of the Provincial People's Council or Decision 12 of the Provincial People's Committee. Although the registration deadline expired at the end of August, those who had registered but missed the list were resolved immediately as local administration received the feedback.

In addition, many departments, branches and organizations, such as Provincial Red Cross, Provincial Women's Union and commune or ward administrations, are still actively calling for supports to help workers at lodging houses. Meanwhile, Provincial Labor Confederation is checking the list of companies that resume production activities, then contact workers who have lost their jobs and need jobs to take jobs immediately, help workers not wait for work.
