In recent years, with the proactive and creative implementation of strategic breakthroughs, including focusing on comprehensive and fundamental innovation on administrative procedure reform, Binh Duong has attained good results on the business environment, improvement of the provincial competitiveness index (PCI), contributing to creating favorable conditions for the business community in the area to develop production business activities effectively.

In the top 10 leading provinces and cities in the 2021 Provincial Competitiveness Index (PCI), Binh Duong is the leading locality in the Southeast and was ranked sixth in the country, in the group rated well in the PCI rankings.

Notably, although the Covid-19 pandemic hit hard Binh Duong, in the 10 component indicators given, the businesses’ satisfaction of land access was improved (+0.29 points), transparency (+0.58 points), time cost (+0.25 points), unofficial cost (+0.08 points), unofficial cost (+0.08 points), business support services (+0.16), this is a clear evidence of the efforts of authorities at all levels in the province.

In order to achieve this result, amidst the many difficulties of the Covid-19, Binh Duong checked and perfected the single-window mechanism for business registration and investment procedures, transparently implemented mechanisms, policies and processes. In addition, Binh Duong has strengthened the cooperation between branches and levels in attracting and managing investment projects, creating favorable conditions, solving problems for projects to be quickly executed.

Nagata Kazuhito, General Director of Sharp Manufacturing Company (VSIP 2A), said that Binh Duong is a province with good conditions and strengths to attract investors, i.e. modern and increasingly synchronous transport infrastructure with high regional connectivity, airy and advantageous business investment environment. It can be seen that, with the fierce, substantive and effective participation, the provincial government creates the best conditions for investors to carry out production and business activities in the area.

"The clearest evidence is that the project we are executing. The implementation process of the project has received very close attention and direction from provincial authorities. Leaders of the province, localities and departments, branches regularly checked the progress and directed the solving of obstacles to investment. Especially in the preparation and instruction giving on investment procedures, we received great attention from provincial departments and project management boards. We are very aware of the participation of the provincial government, in the coming time, we look forward to receiving more support to put the project into operation soon, contributing to promoting socio-economic development in the province", said Nagata Kazuhito.

Park Jae Young, CEO of H&L Apparel Vietnam Company (My Phuoc 2 Industrial Park), said that the company chose Binh Duong because here the infrastructure here is synchronous, human resources are abundant, local authorities are interested in supporting and creating the best conditions for enterprises. Binh Duong has a large international university located close to industrial parks, providing good high-quality human resources.

Hirata Shuji, Deputy General Director of Becamex Tokyu, said that the most important thing is that the Binh Duong provincial government quickly made decisions, support business investment activities of foreign companies quickly. This is a great advantage compared to many other localities. As a result, attracting FDI investment in the province is at the second highest position in Vietnam. Hirata Shuji explained that it is also the reason that since the Covid-19 pandemic, CapitaLand, Gamuda Land of Malaysia and other companies have signed investment agreements with Binh Duong.

Continue the new goal

In addition to the reform of administrative procedures, Binh Duong always considers infrastructure as a prerequisite for the socio-economic development, in which transport infrastructure is a top priority to attract and support investors. According to Nguyen Van Hung, Chairman of Becamex IDC Corporation, the expansion of National Highway 13, together with My Phuoc - Tan Van Street, will connect inner traffic routes smoothly and outer routes to link localities in the southern key economic region together, especially key roads connecting to raw material areas, production areas with the system of seaports to circulate goods. Binh Duong is also the first locality to invest in belt roads through the province and coordinate with localities in the region to build road infrastructure and bridges to facilitate the transportation of goods.

In order for production business activities to be sustainable, Nguyen Thanh Toan, Director of the Provincial Department of Industry and Trade, said that the provincial industry and trade authority strived to improve and form a chain of links between enterprises, especially small and medium-sized enterprises with large enterprises, domestic enterprises with foreign-invested enterprises; continue to accelerate the restructuring of the industry, prioritizing the attraction of industries employing new technologies, high technology, high added value, having a spillover impact, connecting the production and supply chains.

The industry and trade authority will give advice on the development of high-quality service industries, notably logistics and e-commerce activities, contributing to reducing costs, increasing competitiveness for Binh Duong enterprises; Supporting investors to accelerate the implementation and investment in building infrastructure of industrial zones and cluster, development of inland port system, construction of modern logistics system, ICDs...
