To concentrate efforts to fulfill socio-economic development goals in 2020

On July 17, at the 15th session of the 9th Provincial People's Council, Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, explained opinions of delegates of Provincial People's Council and stated a number of key solutions to implement provincial socio-economic development plan in the last 6 months of 2020.

To concentrate on budget collecting solutions

At the meeting, PPC Chairman Tran Thanh Liem said that over the first 6 months of 2020, most business and manufacturing sectors had been affected by the Covid-19 pandemic. Revenue from business and production was low compared to the same period in 2019. In parallel, some revenue sources also declined, due to tax policy enforcement, such as: Renew tax period and land rents of the Government came into effect from April 2020. Thus, the amount of tax collection has been significantly reduced compared to the first 6 months of 2019 as well as compared to the forecast, especially some revenues from enterprises.

To fulfill targets of state budget revenue and collection in 2020 according to the Prime Minister's direction and Provincial People's Council's Resolution, PPC will focus on central solutions for the last 6 of 2020, such as: To restructure revenues, tackle arrears, bad debts; exploit and mobilize good revenues to compensate for declining revenues; strive to complete revenue target in 2020 while ensuring spending tasks, especially spending on development, ensuring social security. The PPC will seriously implement directions of the Government, Prime Minister, and guidance of Ministry of Finance at Official Document 8299/BTC-NSNN dated 8 July 2020 on the operation of the budget during last months of 2020. The focus is to drastically save regular expenditures, perform a minimum cut of 70% conference costs, domestic and abroad on-business travel costs, and save an additional 10% of regular expenditures.

In order to effectively implement the above-mentioned tasks, PPC assigned Department of Finance to determine the exact number of reductions and savings; advise Provincial People's Committee's reports and submit to Provincial People's Council at the end of 2020. In addition, PPC asked departments, branches, local governments to direct budget management, ensure compliance with regulations; to tighten up discipline for budget finance in task performance; strengthen the inspection, supervision, publicity, transparency in budget revenue and expense; to perform management, procurement, use of public assets economically and anti-waste.

To focus on transportation infrastructure development

Regarding traffic infrastructure and traffic safety in the province, PPC Chairman said during the first 6 months, the province had two meetings with the Government and many meetings with central ministries, departments. At these meetings, the PPC proposed the Government and ministries urgently considered, solved difficulties, inadequacies of mechanisms and policies in some areas; especially, the province proposed specific mechanisms and schemes for the development of transport infrastructure, resource exploitation and management, environmental protection, and a number of specific projects. Basically, solutions and petitions of the province were agreed by the Central.

At present, the PPC is completing dossiers to submit to ministries for the evaluation; There are many projects and issues concerning delegates, voters, including projects and works related to the socio-economic development of the region, country, and the province, such as: system of bridges and roads connecting with Tay Ninh, Dong Nai; Belt Road 3, Belt Road 4, North Tan Uyen-Phu Giao-Bau Bang boulevard; Renovation, expansion of National Highway 13, upgrade of DT743 street. Some projects were presented at this session, including: Project on creating landscapes, anti-traffic jams on My Phuoc-Tan Van, ĐT746, ĐT747B, ĐT743 in the form of public-private partnership (PPP). "These projects will contribute significantly to the pressure settlement on traffic infrastructure and traffic safety order, creating favorable conditions for provinces and localities in socio-economic development, urban development, improvement of people's lives in the coming time”, Mr. Liem said.

To improve the quality of medical examination and treatment

Regarding service quality of medical establishments and disease epidemic prevention, Mr. Liem said: The people's health protection and care in recent years has gained good improvements. Public and non-public health facilities are well invested and built; service quality meets people's demand for medical examination and treatment. Together with the proactive professional training for medical staff, the province has been implementing schemes, plans for the development of medical branch and improvement of public health care of the province through many forms, such as: to affiliate with major hospitals, became satellite hospitals of the Central hospitals; to carry out transfers of high technologies in medical examination and treatment.
