To effectively give support to workers affected by the epidemic

It is the opinion of Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of PPC, at the periodic session of Provincial People's Committee in April 2020 to evaluate socio-economic situation, national defense-security in April and announce the working program of May 2020. The session also reviewed some important, urgent contents such as: Implementation of Resolution No. 42/NQ-CP dated 9the April 2020 of the Government; supplementary statement of Resolution No. 50 NQ-HDND on 12th Dec 2019 of provincial People's Council on the list of works including land acquisition, transfer of land use purpose in 2020 in the province.

Workers in the province are supported to overcome difficulties caused by the epidemic.

The epidemic has influenced considerably people's lives, caused difficulties and obstacles to production and business activities in many fields. However, under the leadership, direction of Provincial Party, government, and the agreement of all levels, branches, business community and the people, the epidemic in the province is well controlled, defense-security is guaranteed, social security is secured, disbursement of public investment capital achieved a high level.

The session discussed the contents of the implementation of Resolution No. 42/NQ-CP dated 9th April 2020 of the Government on measures to support people having difficulties caused by the Covid-19; and the supplementary statement of Resolution No. 50 NQ-HDND on 12th Dec 2019 of provincial People's Council on the list of works, land recovery project, and transfer of land use purpose in 2020 in the province.

In order to ensure implementation of policy to be timely, PPC assigned Labour-Invalids and Social Affairs branch to be in charge, cooperate with People's Committee of districts, towns, cities, and related departments to urgently propose tasks for the implementation. PPC assigned specific tasks to departments, agencies and related units. Department of Finance balances and allocate resources to proactively implement the policies specified in Resolution No. 42/NQ-CP; collaborate with Department of Labour-Invalids and Social Affairs and relevant units to assess, propose the implementation of policies, regimes to ensure punctuality, openness, transparency, proper implementation of principles, contents, beneficiaries, strictly prevent corruption, negativity...

Pham Van Tuyen, Deputy Director of Department of Labour-Invalids and Social Affairs, said the province had about 400 enterprises with workers affected directly by the Covid-19. In addition, many freelance workers affected by the epidemic as well. Department of Labour-Invalids and Social Affairs is in charge of, collaborates with relevant bodies to summarize and submit a list of beneficiary groups to PPC; instruct People's committees of districts, towns, cities, social insurance agency to implement the support policy in accordance with Resolution No. 42/NQ-CP and relevant documentation.

At the meeting, Department of Resources and Environment also reported on the supplementary statement of Resolution No. 50 NQ-HDND on 12th Dec 2019 of Provincial People's Councilon on the list of land acquisition projects, and change of using purpose with rice cultivation land in 2020 in the province. The number of projects that acquire lands and change using purpose with rice cultivation land to be implemented in 2020 in Binh Duong is 81, with a total area of 240.21 ha. In particular, land acquisition 79 projects with a total area of 239.88 ha; change of using purpose with rice cultivation lands 2 projects with a total area of 0.33 ha.

According to leaders of Department of Natural Resources and Environment, in order to ensure the time and quality of Resolution No. 50 / NQ-HDND, the Department advised Provincial People's Committee to issue decisions approving a land use plan by 2020 for 9 districts, towns and cities in the province. Including list of projects of land recovery, projects of changing using purpose with rice cultivation lands, and changing using purpose without for rice cultivation land. In addition, the 2020 land use plan of districts, towns and cities were approved as a basis for People's Committees at all levels and professional agencies to well perform the state management of land.

Regarding tasks in the coming time, Mr. Liem asked departments, branches and localities to continue focusing on epidemic prevention and socio-economic development; proactively formulate specific scenarios, manage and effectively cope with the impacts of the Covid-19, clearly define specific targets for each branch, field, have timely solutions and effective measures to successfully achieve the goal of economic growth in a green and sustainable manner; Focusing drastic measures for the disbursement of public investment; Speeding up the clearance of projects, get things ready for implementation when the epidemic situation is stable.

Regarding social security, it is necessary to focus on Resolution 42 of the Government on measures to support people in difficulty and Resolution 50 of Provincial People's Council on the list of works, projects of land acquisition and change of using purpose with rice cultivation land in 2020 in the province; Must ensure financial supports given to the right beneficiaries, strictly handle detected violations; pay attention to vulnerable groups such as freelance workers, poor households, support employment settlement, fight against poverty after the epidemic,  along with guarantee security and order, social safety.
