To reform voter meeting regime

Early December 5 or the second working day of the 10th session of the 8th tenure People’s Council, delegates of Provincial People’s Council had a hall discussion on the meeting agenda. In general, the delegates endorsed the draft resolution and draft inspection report of offices of Provincial People’s Council at the session.However, some delegates have raised up matters of voter meeting procedure, climate change response, and enterprise tax policies.Reforming voter meeting proceduresFor activities of standing committee of People’s Council and People’s Committee, the delegates highly appreciated the inspection activities in 2013 with well implementation and staying close to the reality. Provincial delegates of Provincial People’s Council are discussing in tea time of the session. Photo by Q. Chien In meeting up voters, reforms have been made in terms of determining reporting contents for pre- and post- meeting. The meeting schedule should be widely distributed in the mass media and wide range of listeners.The training of delegates to Provincial People’s Council has been taken more care of; however, delegates have been restrained to humble outcome.Mr. Nguyen Ngoc Son, a delegate, said: “I have been in two terms as a delegate to Provincial People’s Council. During the time, I have been in plenty of voter meeting where I have realized that mainly only two type of ‘people’ meeting us, i.e. the elders and those with appeals not contributions to how to operate the council in better manner. Thus, I reckoned that the voter meeting should be more of delegates meeting the voters not just the voters meeting the delegates. Only by that could we call for more contributions of the voters to better People’s Council operation.”Responding to this, Mrs. Tran Thi Kim Van, Deputy Chair of Provincial People’s Council informed of the proposal reception to source researches for reforming procedures of voter meeting.For the past time, some localities have adjust the voter meeting to suit local demands, e.g. Dau Tieng District where the delegates should be available for meeting in the afternoon after working hours of rubber tapping workers or in Thu Dau Mot City, the meeting has been adjusted to evenings for more public attendance.Therefore, it has been expected that by 2014, the permanent unit of Provincial People’s Council shall coordinate with Provincial Fatherland Front Committee to discuss the matters.Effective measures for flooding preventionThe delegates basically endorsed orientation and socio-economic, national defense and security tasks in 2014; however, they suggested that Provincial People’s Committee should take more care of new rural area construction.For the past time, despite budget, enterprise, and public offerings, the funding for new rural area construction has been within limit.The quantity of enterprises in districts of Phu Giao and Dau Tieng has been scare while local people are mainly in poverty, thus, the funding for new rural areas is not very high.The provincial authority should calculate investment from the budget under the roadmap from 2014 to 2015 to ensure that by 2015, the districts of Phu Giao and Dau Tieng should accomplish the new rural area construction.Mr. Vo Dong Dien, another delegate, asserted that through years, tidal occurrence and flooding have affected daily life and production of local people, particularly in low areas of My Phuoc (Ben Cat District) and localities of Thu Dau Mot City and Thuan An Town along Saigon River.Thus, the activities of fighting and preventing flooding caused by tides have never been so urgent, requiring Provincial People’s Committee to issue more practical plans.Meantime, Mr. Nguyen Ngoc Son and Mr. Nguyen Thanh Nghia, two delegates to People’s Council, called upon consideration of power supply to facilitate economic development and ease challenges that enterprises have been facing.Reported by Thu Thao – Translated by Vi Bao
