At the second session of the 10th Provincial People's Council, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, explained feedback of the Provincial People's Council's delegations and a number of key solutions for implementation of socio-economic development plan in the last months of 2021.

 To urgently carry out key projects

Regarding the slow progress of some key projects, compensation and site clearance facing many difficulties, Chairman of the Provincial People's Committee said that the work of compensation and site clearance is a complicated and difficult issue in the past time. Leaders of the province and at all levels and branches pay special attention to, direct regularly and have many drastic solutions to this issue. However, in addition to the impact of the Covid-19 and previous causes, such as compensation price, the projects were not arranged in time, leading to work pressure and affecting completion time...

The Provincial People's Committee demanded People's Committees of districts, towns and cities to focus on solving problems of compensation and site clearance for each projects; review and research to create a clean land fund, make investment plans, build resettlement areas. Department of Natural Resources and Environment together with other departments, branches and project investors need to closely coordinate with People's Committees of districts, towns and cities in the process of solving difficulties and problems of compensation and site clearance; promptly report to Provincial People's Committee.

To increase investment in technological innovation

Regarding some suggestions to encourage enterprises to use domestic supplies, equipment and raw materials, while striving not to disrupt the supply and production chains of enterprises, the Chairman said that the province actively propagated and encouraged businesses to prioritize domestic equipment and raw materials; the quality of domestic goods and materials has been improved. Currently, industry associations in the province have also promoted their role as a liaison to use raw materials, supplies and semi-finished products, forming a closed supply chain, thus the localization rate of domestic products is gradually heightened.

Recently, the Ministry of Planning and Investment issued Circular No. 05/2021/TT-BKHDT dated August 17th 2021 that becomes effective from October 2nd 2021 on promulgating the list of machinery and equipment, spare parts, special-use means of transport, raw materials, supplies and semi-finished products that can be produced domestically. This is the basis for determining items not subject to value-added tax and exempt from import tax; is the basis to encourage enterprises to use raw materials, supplies and semi-finished products that can be produced domestically. However, along with the trend of international integration and the effect of free trade agreements, imported equipment and tools will be competitive with domestic goods. The Provincial People's Committee recommended businesses to enhance technological innovation, improve product quality, and meet the requirements of the new situation.

To immediately implement many solutions after social distancing period

To respond to some opinions about paying attention to economic and social activities after the social distancing period, Vo Van Minh emphasized the drastic implementation of instructions of the Central Committee, the Provincial Party Committee and the Provincial People's Council of the Covid-19 prevention and control for the province soon return to normalcy. The Provincial People's Committee directed departments, agencies and People's Committees of districts, towns and cities to urgently provide counsel for Provincial People's Committee on directing documents and in a comprehensively and timely manner to minimize the negative impacts of the disease on socio-economic development.

Provincial People's Committee issued Plan No. 4370/KH-UBND dated September 1st 2021 on implementing tasks and solutions for socio-economic recovery and development after the period of social distancing; in which focus on implementing two solution groups including eight groups of specific tasks to each agency and unit in the province. In addition, in order to soon return to the "new normal" state on Sep 15th, the Provincial People's Committee assigned Department of Planning and Investment to assume the prime responsibility and coordinate with other departments, agencies and People's Committees of districts. , towns and cities to develop plans for resuming socio-economic activities with the goal of gradually opening up, recovering the economy, creating jobs and ensuring social security; allow all production and business activities to operate when guarantee safe conditions for disease prevention and control.

The Chairman of Provincial People's Committee said that, in the immediate future, it is necessary to properly manage the social distancing and lockdown of red zones, to test more quickly to detect and separate infection sources  community. To implement a schedule for loosening green zones from Sep 10 to 15 for traffic within wards and communes. After Sep 15, travel and transport within and inter districts, towns and cities are allowed. After Sep 20, it will be expanded to throughout the province. Besides, it is necessary to identify areas where people are not allowed to go out of their house; instruct families, neighborhoods, hamlets, agencies and units to conduct self-testing; complete establishment of mobile medical stations in localities, industrial parks and industrial clusters; apply information technology to manage the entire population according to QR-codes on the basis of the national population database; intensify the propagation and communication for the people to know and implement new regulations.

To put more effort into economic recovery

Regarding the key solutions in the last months of 2021, Chairman of the Provincial People's Committee said that the province would implement solutions to "open the door" to resume production and business activities according to the schedule; organize circulation in the area in the "new normal" state, develop policies under its authority to assist businesses, create all favorable and open conditions for production, business, import and export activities; ensure raw materials and plans to organize production, distribution and transport, not to disrupt the supply chain of goods and materials.

The Provincial People's Committee will focus on clearing the flow of investment and development capital, soon complete investment preparation procedures and allocate capital to start new eligible works in green zones; continue to do well in investment promotion and strengthen credibility with domestic and foreign investors. Binh Duong strives to make a breakthrough in administrative reform; accelerate the application of technology in disease prevention control and production business activities; innovate the way of handling administrative procedures through the implementation of online public services at level 3 and level 4. The province set up special working groups to quickly solve difficulties in fields of production, business and workers' lives; the implementation of social security work, timely support to create new jobs for employees, quickly iplement policies to support people and businesses, fully supply essential goods, serve the demands of people...
