The Government has recently issued the Resolution No. 69/NQ-CP, outlining its action plan to implement the Politburo ‘s Resolution No. 46-NQ/TW on reforming and enhancing the effectiveness of the Vietnam Farmers' Association to meet the revolutionary demands of the new era. Accordingly, the Government has directed ministries, sectors and localities to promptly execute their assigned tasks and solutions based on their respective functions and responsibilities.
Particularly, the Government has required ministries, sectors and localities to improve the quality of training and vocational training for farmers, rural workers and services, consultancy and support activities for farmers to develop production; create conditions and encourage farmers and rural workers to learn vocational skills and improve professional qualifications associated with “good farmer in production and business” models; expand consultancy activities on careers, employment, establishment of businesses, cooperatives, production and business facilities; strengthen training, fostering and supporting farmers to produce, do business well and farmers with enough capacity and conditions to establish cooperatives and small and medium-sized enterprises; promote agricultural, forestry and fishery extension activities; well organize the supply of agricultural equipment and supplies; guide and support farmers to invest in modern production, cultivation and livestock facilities, applying high technology associated with safe and advanced production processes; research and develop a mechanism for the Farmers' Association to participate in providing a number of public services to support members and farmers; improve the efficiency of credit activities and capital support for farmers; research, summarize and evaluate the effectiveness of the Farmers’ Association model of loans on credit for farmers to develop production and business activities to propose appropriate solutions under regulations.
Local authorities at all levels are directed to implement appropriate measures using State budget resources while mobilizing social contributions to the Farmers’ Support Fund. This fund will be utilized to establish pilot models for agricultural development in rural areas; create favorable conditions for Farmers' Associations at all levels and farmers to participate in activities of making consultancy, supporting market connection, promoting trade, e-commerce, brand protection, digital transformation, ensuring food security and food safety; coordinate with relevant agencies to provide legal advice and aid for members and farmers to ensure compliance with the law.
