Although facing many difficulties caused by the 4th Covid-19 wave as well as the complicated developments of the world situation, under the drastic leadership and direction of provincial Party Committee, People's Committee together with the efforts by all-level authorities, sectors, businesses and people from all strata, the province's economy in the first quarter of 2022 achieved quite comprehensive results in all fields. Many targets reached high growth over the same period. This was not only meaningful in the context of common difficulties, but also the motivation for the province to be determined to effectively implement the goals and tasks in the second quarter and the whole year of 2022.
Flexible management in State budget collection
Reporting on State budget revenue and expenditure in the first 3 months of 2022 at the 12th open session of the 11th provincial Party Executive Committee yesterday morning (March 31), Ha Van Ut, Director of provincial Department of Finance said that the province’s State budget revenue in the first quarter of 2022 was estimated at more than VND 16.82 trillion, reaching 28% of the People's Council's estimate, or 85% compared to the same period last year. Compared to the first quarter of 2021, the province’s State budget revenue in the first quarter of 2022 decreased in both relative and absolute structure, in which domestic revenue decreased deeply. For the province, although Covid-19 pandemic was basically under control from October 2021 and production and business activities gradually adapted and returned to the "new normal" state, the local result of domestic revenue in the first quarter of 2022 decreased deeply, due to enterprises on recovery along with difficulties from the whole year of 2021.

Analyzing some causes affecting the province’s State budget revenue in the first quarter of 2022 and recognizing some negative impacts on State budget collection in the coming time, including the complicated developments of Covid-19 pandemic, monetary and fiscal policies under the Resolution No.43 of the National Assembly, the complicated developments of the world... will definitely affect the local State budget collection.
However, according to Director of provincial Department of Finance, the local State budget collection in 2022 still has positive aspects. Particularly, enterprises’ production and business activities were basically stable from the fourth quarter of 2021 and will maintain good growth in the quarters of 2022. This will be an important premise for the local State budget collection. The next factor is the effectiveness of monetary and fiscal policies under the resolution of the National Assembly. Accordingly, although it is certain that revenue will be reduced in the short term, these policies will create conditions for businesses to develop in the future and revenue will be compensated. Another positive factor is that putting new industrial parks (IPs), namely VSIP 3, South Tan Uyen, Cay Truong, will attract more investors. Next, the implementation of scale-large projects in the province will stimulate various types of economic development. In addition, with the drastic direction of provincial Party Committee, People's Council, People's Committee at all-level authorities and sectors, the local State budget revenue estimate will be completed certainly.
“Based on the situation, we will strive to complete the assigned State budget revenue estimate by anyway. If the task of managing State budget revenue and expenditure is drastically implemented under the directive of provincial People's Committee Chairman from the beginning of the year, the province will certainly manage the State budget revenue and expenditure with the best efficiency...", Mr. Ut said.
Speeding up planning
According to provincial People's Committee, the province has so far established provincial Steering Committee for Planning for the period of 2021-2030, with a vision to 2050 for comprehensive, unified leadership and direction. The Steering Committee is giving opinions on the orientation of socio-economic development plan for the period of 2021-2030, with a vision to 2040 and the overall urban development plan, district-level regional plan to integrate into the local overall development plan.
Mai Ba Truoc, Director of provincial Department of Planning and Investment (DoPI) said that provincial planning is identified as the top political task of all-level authorities, sectors and political systems in 2022. In general, planning work is still quite slow compared to many localities in the country. “Provincial MPI realizes that this is the integrated planning with a strategic vision, so the search and selection of consultants need to be careful to well perform the local planning work. Provincial DoPI has advised provincial People's Committee on assessing the situation of development as well as setting up development orientations for sectors, fields and localities, making the organization of the local planning work more convenient and faster after choosing consulting units," said Mr. Truoc.
In March 2022, provincial DoPI coordinated with Becamex IDC to invite 6 consulting joint venture groups (including 3 domestic groups and 3 foreign ones) to present plans to organize the local planning work to advise the Steering Board on the selection of consulting units with sufficient capacity, quality and experience.
Concluding the session, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation emphasized that the province needs to focus on effectively implementing planning for the 2021-2030 period, with a vision to 2050. In April 2022, the province must complete the selection of consultants and the local planning outline while providing contributive ideas for planning at district, town and city levels, urgently completing planning work on schedule to submit it to provincial People's Council for approval.
Regarding investment in the local traffic infrastructure, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation emphasized that provincial Party Standing Committee and Party committees at all levels must focus on drastically leading the work of site clearance, infrastructure investment and disbursement of public investment capital. The working groups of key projects must regularly direct, inspect, and remove obstacles for the projects of building the belt road 3 and belt road 4, expanding expanding National Highway 13, preventing traffic jams on My Phuoc - Tan Van expressway and constructing the Ho Chi Minh City - Chon Thanh expressway so that they are implemented on schedule.
