8 major tasks of learning and following President Ho Chi Minh to be focused

Early December 25, the Secretariat of Central Committee of CPV held an online conference with 63 locations in the nation to sum up 4 years of implementing Directive No. 03-CT/TW of Politburo on promoting learning and following President Ho Chi Minh’s moral examples. Le Hong Anh, the member of Politburo cum Standing officer of the Secretariat and Dinh The Huynh, the member of Politburo cum Secretary of Central Committee of CPV cum Head of Central Propaganda and Education chaired the conference.

Attending the conference in Binh Duong Province was Pham Van Canh, the permanent Deputy Secretary of provincial Party Committee cum Chair of Provincial People’s Council, Nguyen Huu Tu, the Deputy Secretary of Provincial Party Committee, members of the Standing Board of Provincial Party Committee, members of assiting unit of the Standing Board of Provincial Party Committee, leadership of Provincial Propaganda and Education of Provincial Party Committee, and representatives of departments, sectors, Party committees, Vietnamese fatherland front committee, and political and social unions in the province.

As reported by the conference, the stress on ‘following’ of President Ho Chi Minh’s moral examples, Directive No. 03-CT/TW have, in 4 years, created wide-spreading awareness and action improvement for localities and units in the nation with creativity, flexibility, and seriousness in implementation in integration to the 4^th Resolution of the 11^th tenure Central Committee of CPV on some urgent matters of Party building in the current stage. Officials, Party members, and leaders have emerged as examples in all fields. In many localities and units, excellent examples of public movements in the grassroots, especially the movements of the whole public constructing cultural lives and the pivotal program of new rural area construction. The inspection of implementation of the directives of Politburo, Secretariat, and standing boards of ministries and Party committees have locally implemented in regular and serious manner. Thereon, the obstacles and drawbacks have all detected and removed to continue with effective learning and following President Ho Chi Minh’s moral examples in attachment to political duty implementation for wide transformation of awareness, sentiments, and actions of officials, Party members, and the public.

Aside from the rational achievements, the implementation of Directive No. 03-CT/TW contains some shortcomings such as the incomplete awareness of some of officials and Party member about the significance of the directive in Party building, resulting in the confused leadership. The implementation in some localities has been for formality only without true inspection and supervision.  Some of the leading officials, Party members, and leaders are still not up to the modeling.

To continue with well implementation of this directive, the Secretariat of CPV has proposed 8 major tasks including awareness improvement about the significance and practicability of the long-term learning and following President Ho Chi Minh’s moral examples. The directive implementation of political tasks will be integrated into socio-economic development with assurance of national security and defense and patriotism emulation movements. The moral norms will be reviewed and shorten for easy remembering and implementing. The directive implementation will be integrated into Party building by the 4^th Resolution of the 11^th tenure Central Committee of CPV on some urgent matters of Party building in the current stage. Model individuals and collectives will be selected for awards of central government for brilliant achievements in implementing the directive within the tenure. The researching and learning of ideology, ethics, and styles of President Ho Chi Minh City will continue to be included in Resolution 29-NQ/TW on basic transformation and thorough reforms of education and training while promoting propaganda and learning and following President Ho Chi Minh for the success of the 12^th Resolution of the Party marking 86^th anniversary of Party founding, New Year of the Monkey celebration, and balloting of National Assembly and all-level people’s councils.

At many conference ends, the delegates have presented many contents to elaborate causes, effects, and limitation of the directive implementation while recommending measures, lessons, and experience to continue with effective learning and following President Ho Chi Minh. Accordingly, the leadership models will be praised; the directive implementation will be included in activities of grassroots; the good models and effective methods will be constructed.

Addressing the conference, Le Hong Anh, the member of Politburo cum Standing Officer of the Secretariat, on behalf of the Secretariat, appreciated the determination of the Party, armed forces, and the public in implementing Directive No. 03. He stressed that all-level committees and leadership should be more responsible for the command and implementation of the directive while upholding the before-hand and long-term significance of the directive implementation. He asked for integration of political tasks to the directive implementation to make it self-aware of daily activities in the work and life. Concurrently, the command, construction and implementation of regulations on example stating in learning and following President Ho Chi Minh’s moral examples should be in line with Regulation No. 101-QD/TW of the Secretariat.

He also reminded ministries, departments, committees, and units to include the implementation of Directive No. 03 in Party building in line with the 4th Resolution of the 11th tenure Central Committee of CPV. The assisting units will be promoted. Information and propaganda should be well maintained to multiply good and effective models during the implementation of the directive among the Party and society.
