Administrative procedures for evaluation and construction permit apply OSS mechanism

Provincial People's Committee stipulated a process of administrative procedures for the construction evaluation and construction permit under OSS and connected OSS mechanism.

Accordingly, this process prescribes the method of handling the works, the collaboration between competent authorities for construction appraisal, construction permit issuance and construction-related state management agencies to implement the mechanism simultaneously and seamlessly. The investor may choose to apply this process or normal process when carrying out procedures for granting construction licenses. In case the investor chooses to apply the normal process, the investor performs each step of procedures (basic design evaluation, technical design evaluation, construction design, construction license issuance), the competent agency of issuing construction permit may still use the method as prescribed in Clause 3, Article 2 of this process to consult related agencies when necessary.

This process is applies to civil and industrial construction works as prescribed in Appendix 1 of the Government's Decree No. 46/2015/ND-CP dated 12 May 2015 on quality management and maintenance construction works funded by other capital sources that require basic design evaluation, technical design evaluation, construction design, and construction permit (except for religious works, historical-cultural relics, monumental works). Director of Department of Construction, heads of relevant agencies, chairmen of People's Committees of districts, towns and city are responsible for directing and organizing the implementation of this process; summarizing and evaluating, and sending to Department of Construction to report to PPC.
