Be ready for the reception, quarantine of foreign experts

The province has now many organizations, businesses and companies applying for permission for foreigners, who are investors, technical experts, skilled workers, and business managers, to enter Binh Duong. Following the direction of National Steering Committee for Covid-19 Control, Provincial People's Committee, Department of Health and relevant departments quickly developed plans to assist, receive and quarantine foreign experts.

Before entering companies, foreigners have to take body temperature and do quick medical test.

 To guarantee absolute safety for the reception

Currently, many enterprises in the province want to get the permission for their foreign experts to enter Binh Duong to work. Department of Foreign Affairs counseled Provincial People's Committee to have official documents on providing assistance to foreign experts in this issue. Pursuant to the approved documents of PPC, provincial Department of Health issued more than 50 documents on the approaches to receiving medical quarantine for foreign experts of companies in the province.

Huynh Thanh Ha, Deputy Director of provincial Health Department, said: In order to fulfill the "dual task" of both proactively preventing, fighting against Covid-19 and stabilizing, recovering production, ensuring safety for people and workers, Binh Duong set up a plan to receive and quarantine for foreign experts and workers in the province.

Accordingly, in late July and early August, there were about 49 experts from 23 companies requesting assistance to enter Binh Duong. After the companies followed steps and procedures for foreigners to enter Binh Duong, provincial Department of Health will receive these cases. Specifically, for foreign experts and workers who had been quarantined at border gates or in other provinces, they must have a certificate of quarantine completion before entering Binh Duong, negative testing result at least 2 times for Covid-19 infection, and will continue to be monitored for 14 days at their company or residence. Foreign experts and workers were in quarantine through Moc Bai border gate (Tay Ninh province), Hoa Lu border gate (Binh Phuoc province); then provincial Department of Health must receive written documents of Tay Ninh province Health Department or Binh Phuoc province Health Department on collaboration for reception and quarantine. Binh Duong provincial health authority will arrange personnel and means to receive isolation cases; if less than 20 people, they will be isolated at district health centers; if more than 20 people, they will be isolated at Bau Bang district health center or Becamex My Phuoc buildings (Ben Cat Town). In case of entries from Tan Son Nhat Airport, Military Region 7, they will be quarantined in provinces and cities in the country.

Along with quarantine options, provincial health authority also prepared adequate medicine, medical supplies, equipment, and necessary conditions for the comprehensive implementation of the Covid-19 prevention control measures for foreign experts as prescribed.

To strictly perform quarantine options

Currently, the epidemic situation in the province is under good control, Department of Health, Provincial Permanent Steering Committee of Covid-19 Prevention Control recommended departments, branches, local governments to continue performing quarantine in accordance with the guidance of Ministry of Health. PPC Chairman emphasized the task of safety and health protection for people in the province but not breaking the economy; also asked related branches to handle application for foreign expert's entry to Binh Duong. Department of Foreign Affairs, Department of Labour-Invalids and Social Affairs, Police Department, and Management Board of provincial Industrial Parks counseled People's Committee to decide a list of foreign experts that are permitted to enter Binh Duong, then send the list to Immigration Bureau-Ministry of Public Security for settlement.

In fact, the reception of foreign experts is performed seriously and strictly by the whole political system of Binh Duong province. Currently, provincial Public Security is working closely with health branch, local governments in checking and verifying people coming from foreign countries back to Binh Duong through trails, open ways, and perform quarantine according to regulations. The health branch also collaborated with Provincial Military Command, Department of Health, local governments to organize activities in medical quarantine zones. People's Committee of districts, towns and cities direct activities at quarantine zones; collaborate with departments, agencies to review and verify cases traveling from epidemic regions back to the province, especially from Da Nang, Quang Nam, Quang Ngai; grant quarantine completion certificate to cases, who were in quarantine for 14 days and has negative testing results at least 2 times to Covid-19 infection.
