Binh Duong and Tay Ninh cooperation creates motivation for development

Resolution 24 of the Politburo sets out a goal that by 2030, the Southeast will become a dynamic development region with high economic growth, the largest growth engine in the country, basically completing transport system of intra-regional, inter-regional, and regional connectivity, a trading hub for regional and world integration. The signing of socio-economic development cooperation agreement between the two provinces Binh Duong and Tay Ninh with the expectation of breaking the difficult situation together, creating a new driving force for the whole region's development.

Extend connection

On the afternoon of May 12, in Tay Ninh, a conference was held to sign the socio-economic development cooperation in 2023-2025 period between Binh Duong and Tay Ninh provinces. At the conference, leaders of the two localities discussed and agreed on some signing principles to ensure equality and mutual benefits on the basis of promoting the potential and strengths of the two localities and in accordance with the law.

Bridges and roads connecting Binh Duong and Tay Ninh were inaugurated and put into use.

Accordingly, the two localities strengthened cooperation, mainly focusing on key areas, including transportation, speed up the implementation of transport projects for regional connectivity; to implement some issues related to the two localities in the approved national sector plans, such as: road network planning, inland waterway infrastructure planning; to unify planning of two roads and bridges connecting DT789 (Tay Ninh) with DT744 (Binh Duong) in the provincial planning 2021-2030, vision to 2050; research and select investment in a connection project and start construction in 2024-2025 period. The two localities agreed with proposal and recommendations of relevant ministries and branches to speed up the implementation of a project of renovating and upgrading the national inland waterway of Saigon River up to class-two standards according to the planning; to plan and publicize inland waterway channels on Dau Tieng reservoir.

Regarding investment, the two sides jointly promote and create conditions for Becamex IDC Corporation to research and implement investment projects in the industrial - urban - service zone project in Tay Ninh province. Support and share information on planning, especially industrial and urban planning. Sharing information on investment incentives and support mechanisms in the areas of development of industrial zones and clusters, urban centers and infrastructure; provide support for investment promotion, create favorable conditions for businesses of the two localities to study and understand the investment environment, cooperate in production and business development, organize joint investment promotion events...

The two sides cooperate in planning, implementation, and management of natural resources, sand, minerals, and environmental protection of Dau Tieng reservoir and Dau Tieng reservoir basin. Deploy the protection and development of watershed forests for Dau Tieng reservoir to serve the socio-economic growth of the two localities. Coordinate, provide, and share information, exchange experience in digital transformation, administrative reform, improve investment environment, and enhance competitiveness. Effectively implement contents of the cooperation in tourism product development, promotion, human resource development, and calling for investment in tourism industry. The two localities jointly support the exchange of information and experience in ensuring social security order and crime prevention, ensuring road and waterway traffic order and safety, fire and explosion prevention, especially in border area between two localities…

New development corridor

Sharing about ideas for building regional connectivity with potential projects to promote development of Binh Duong and Tay Ninh provinces in particular and the Southeast region in general, Mr. Pham Ngoc Thuan, General Director of Becamex IDC, said the cooperation between Becamex IDC, Vietnam Rubber Industry Group, and VSIP to create the industrial corridor Phnom Penh (Cambodia) - Tay Ninh - Binh Duong - Long Thanh - Cai Mep. From there, it is possible to develop a 260km highway connecting Tay Ninh - Ho Chi Minh City and Binh Duong, promoting socio-cultural exchanges and economic development along the Phnom Penh - Bavet highway (Moc Bai border gate), completing the Binh Duong - Tay Ninh industrial connection, and propose an investment in a 10-lane road.

In addition, it is also possible to develop the Bau Bang - Tay Ninh industrial railway, develop the Bau Bang - Bien Hoa - Vung Tau railway to become a transport hub to transport goods to seaports and Long Thanh international airport - important projects of the region, defining the strategic logistics role of the Southern key economic region. In which, Di An station has strategic value, is the central hub connecting the whole region, is the basis for positioning Di An to become the logistics center of the Southern key economic region.

On these bases, Tay Ninh, Ho Chi Minh City, and Binh Duong together make efforts to build an very important economic foundation and infrastructure spreading economic development, especially industry. Mr. Pham Ngoc Thuan said that Tay Ninh is identified as an important pole, developing Tay Ninh well is to create new conditions in the region to break the difficult position and create new impetus for the development of the whole region.

Mr. Nguyen Thanh Tam, Member of the Party Central Committee, Secretary of Tay Ninh Provincial Party Committee, Head of Provincial National Assembly Delegation, said that the implementation of the socio-economic development cooperation program between Tay Ninh and Binh Duong is to concretize the orientations of cooperation and mutual development between the two localities into specific tasks and solutions. Since then, leaders, departments, branches and businesses of the two localities have organized and implemented the program in a responsible, proactive and creative spirit with the motto "new thinking - new vision - new opportunity - new value".

Forming motivation and gaining trust of businesses and investors, creating a close connection between the two localities in various fields, from industrial development, agriculture, rural development, investment promotion, trade, tourism, transportation, natural resources - environment, information - communication, health care, education... Thereby, contributing to promoting socio-economic development, ensuring security and order, creating a growth engine for the Southern key economic region, making positive contributions to the overall development of the region...

Speaking at the conference, Mr. Nguyen Van Loi, Member of the Party Central Committee, Secretary of Binh Duong Provincial Party Committee, Head of Provincial National Assembly Delegation, highly appreciated the cooperation ideas and recommendations of Becamex IDC, Vietnam Rubber Industry Group to People's Committees of two provinces; and hoped that new problems would soon be integrated into the local plannings. The signing is the realization of Resolution No. 24 of the Politburo, demonstrating the effort of Binh Duong province and Becamex IDC in developing regional connectivity for industrial, urban and service development as the foundation for provinces to develop together in the coming time.

Mr. Nguyen Van Loi said that the investment and development process of projects will certainly face many difficulties. He suggested that leaders of the two provinces, departments, branches, and businesses join hands to quickly remove difficulties. The ultimate goal of the development agreement between Binh Duong and Tay Ninh is to bring a better and happier life to population of the two provinces.
