Binh Duong Provincial ‘electronic information portal’ emerges to the first position

Ministry of Information and Communication has just announced the ratio of IT application in 2019 of ministries, ministrial agencies, governmental agencies, provinces and cities under central government. Accordingly, Binh Duong provincial electronic information portal of www.binhduong.gov.vn emerged to the first place before 63 other provinces and cities. The outcome is delightful to local staffs, Party members, and people; therefore, creating e encouragement to those who have been promoting IT application in real life.

Retrieving the first position

As recently reported by Ministry of Information and Communication, Binh Duong provincial electronic information portal earned all 100 mark points and was positioned in top 5 provinces and cities of maximum mark points including An Giang, Da Nang, Ho Chi Minh City, and Thua Thien Hue. In 2016, the website was ranked 44 before brilliantly getting to the first position in 2017. In 2018, the website was ranked 5^th and 1^st in 2019. The result showed that the average index of local websites in 2019 comparing to 2018 increased by 0.03 mark points; of which, the websites of provinces and cities under central government that had been ranked first had declared all information in accordance with Decree No. 43/2011/ND-CP dated June 13, 2011 of the government including the supply of information servicing the public and enterprises.

The general ranking of IT application of provinces and cities under central government in 2019 showed that Binh Duong provincial website was ranked 4^th in general application of IT for earning totally 0.836 mark points. The maximum criteria to be ranked first included the mark points for IT infrastructure, IT application, IT application policies and regulations, and the website indexing figures. Lai Xuan Thanh, Directore of Department of Information and Communcation cum Editor-in-chief of Binh Duong provincial website, informed that in 10 years of construction and development, Binh Duong provincial website has been enhanced to connect to the public through Zalo and Facebook. Currently, Zalo page of Binh Duong provincial website has its official account as Binh Duong SmartCity and tens of thousands of public are following fanpage of Binh Duong provincial website, contributing to the orientation of public voice.

The major strong point helping Binh Duong provincial website retrieve its first position was thanks to determined direction of provincial Party Committee and provincial People’s Committee in promoting IT application and constructing a future e-government. Along with the supply of necessary information about direction and management of all-level authorities, information quality on Binh Duong provincial website and its components has been improved, especially in terms of administrative procedure reforms and feedbacks to the public.

Nguyen Toan Khoa, a resident at Quarter 8 of Phu Tho Ward in Thu Dau Mot City informed that Binh Duong provincial website has not only helped local people to get to know information in the stage of Covid-19 pandemic but also offered information that need informing in the province.
