With enthusiasm and straightforwardness, deputies explained and assessed overall and objectively advantages and disadvantages, results and shortcomings of implementing the 2012’s tasks in a bid to help the provincial People’s Council set out plans on socio-economic development for 2013.
The provincial People’s Council highly valued the provincial People’s Committee’s management in implementing tasks of socio-economy, national defense and security in 2012, especially efforts of solving difficulties of production and business, implementing social welfare policies and so on.
The provincial People’s Council also heard about deputies’ questions and functional agencies’ answers, especially the provincial People’s Committee chairman’s ideas.
In 2012, despite the difficult economic situation, the provincial People’s Committee, sectors and agencies at all levels focused on successfully implementing tasks of socio-economic development with the encouraging results. The pace of economic growth was maintained at proper level whilst many goals of society, economy and environment gained and exceeded plans, policies of social welfare were implemented well, education and training reached many advantages, fields of socio-culture met local residents’ demand, work of administrative reform were focused, political security and social order were ensured.
However, aside from the done results, the provincial socio-economic situation remained challenges. Based on the existing restrictions and anticipative difficulties in 2013, the provincial People’s Council agreed on orientations and tasks set out for 2013 and stressed some issues requiring efforts from the whole political system with the following contents:
The provincial People’s Council will keep implementing synchronously policies, instructions and measures set out by the Central, solving difficulties and spurring production-business development… Accordingly, the local administration will pay much attention to supporting businesses’ product consumption, offering credit loans with reasonable rates, perfecting socio-economic infrastructure facilities, focusing on key works in a bid to create impetus for local sustainable development in the coming years.
In addition, the locality will concentrate on tapping collection sources as stipulated by the State, enhancing efficiency of managerial decentralization on basic construction investment, developing agricultural industry, especially urban and hi-tech agriculture in combination with processing industry, luring social sources for the program of new rural building, improving quality of education and healthcare, publicizing administrative procedures, strengthening measures of corruption and waste control…
Additionally, the province will pay much attention to ensuring political security and social order and investment environment, controlling crimes, traffic accidents, further enhancing responsibility of sectors and units at all levels, spurring meetings and dialogues with people, laborers and businesses, curbing labor disputes, strikes and go-slows.
At the 6th session, the provincial People’s Council ratified 14 Resolutions relating to fields of economy, budget, administrative border management, sport…
The provincial People’s Council chairman Vu Minh Sang believed that under the instruction of the local party committee and efforts of sectors and agencies at all levels as well as cooperation from businesses and people, orientations and missions for 2013 will be finished successfully, creating impetus for completion of socio-economic goals in the 2011-2015 period.
